2nd Annual WORLD-WIDE E-MAIL DUEL DIPLOMACY TOURNAMENT
Rules & Provisions
TOURNAMENT STRUCTURE.
Each round of the tournament will consist of two-player Diplomacy games,
with each player limited to one game and one country. The remaining five
countries are =93neutral=94 and are up for bids between the players. Each
player writes conditional orders for each neutral country bid for -- the
ones written by the high bidder for each neutral will be executed. The
first round winners will advance to the second round. If the number of
winners is not an even number, then one randomly selected loser will
advance as a wild card to fill out the field. In like manner second round
winners will advance to the third round, etc. When only two players remain,
they will play each other for the championship.
A computerized adjudicator will process all orders.
I realize that some players who are unfamiliar with written English will
be at a disadvantage; rather than pass on the tournament I encourage them
to consult with friends who may have a better understanding of this
admittedly difficult language. I will try especially hard to accommodate
them.
I will periodically publish by E-Mail a Zine summarizing the status of all
games in the tournament. Contributions from players would be appreciated.

GAME RULES
1. ENTRY. The deadline for applications is 10 September 1997, unless 64
entries have been received prior to that time. To enter, you must submit
(1) your e-mail address, (2) your name, and (3) a list of countries, in
priority order, that you wish to play.
2. COUNTRY SELECTION. The prioritized country list is simply so that I can
determine which country you will play in the first round. After you are
matched with an opponent, I will compare your country list with your
opponent 92s list. You will be given a choice of two countries to play, which
will be your highest priority countries which are higher on your list than
your opponent=92s list. You will also be informed of your opponent 92s two
countries. You and your opponent then simultaneously make a final selection
from your two countries. In the second & succeeding round (should you be a
winner) you may submit a new prioritized list. You cannot play the same
country in two consecutive rounds.
3. SEASONS. Each Diplomacy game will be played under generally recognized
game rules with two seasons (turns) per year. The first season/turn will be
spring 1901; the second, fall 1901; the third, spring 1902, etc. There are
no Summer or Winter seasons. Prioritized, conditional retreats, builds and
disbands should be submitted with your spring and fall orders FOR YOUR
COUNTRY ONLY (not neutral countries).
4. BIDDING. Beginning with the first turn of the game, and each spring turn
thereafter, a player should allocate 12 points to the neutral countries in
any manner he chooses. Whichever player bids the most points for a
particular country will have his conditional orders executed for that
country for the turn, and he will control that country as well during the
next (fall) turn. In case of ties, the units of the country will stand.
Control of a neutral does NOT permit you to control its retreats, builds or
disbands.
5. DEADLINES. Since there are only two players per game, I can afford to be
somewhat flexible with deadlines. To the maximum extent possible, the two
players in each game will establish there own deadlines. Good sportsmanship
dictates that the two players consult with each other regarding deadlines.
Most players try to do 2 turns per week, but some do as many 1 per day, and
others only 1 per week. While it is permissible to try to deceive your
opponent concerning the game play, it is CHEATING to try to deceive your
opponent (or the GM) concerning deadlines or frequency of turns. In the
event agreement cannot be reached, the default deadline is the LATER of the
following 2 dates:
(a) 7 days after the last turn was processed;
(b) 2 days after your opponent submits his orders.
6. MOVE REPORTS. Each turn, players will receive a move report which gives
all orders executed, the results including retreats, and builds/disbands
for all seven countries after fall turns. Players will be told which player
controls which neutral country, but the exact bids will not be disclosed.
7. SPACE ABBREVIATIONS. Any unambiguous abbreviation is acceptable, but I
recommend that you spell out the space names. If it is not obvious TO ME
what you intend with a given order, the unit will hold.
8. ORDER FORMAT. To avoid confusion, I ask that orders be submitted as in
the following examples:

If you are supporting or convoying a unit of another country, please put
that countrys name in the order at the appropriate place. DONT FORGET TO
SPECIFY COAST WHEN A FLEET MOVES to Bulgaria, Spain, or St. Petersburg.
WHEN SUBMITTING ORDERS, THE GAME NUMBER MUST BE IN THE SUBJECT LINE.
When submitting your complete set of orders, I recommend (but do not
require) that you observe the format in the following example:

Note that neutral countries are listed in alphabetical order in the Bid
Section. In the Orders section, all 7 countries are listed alphabetically,
even if there are no orders. If these were fall orders the Bid section
would be omitted and Conditional Disband & Build sections would be added.
DONT FORGET TO GIVE PRIORITIZED BUILD ORDERS FOR YOUR COUNTRY EACH FALL
TURN. If you overlook a retreat, build, or disband, etc., I will retreat,
build, or disband for you, using the same rules as for the neutrals. If you
want a dislodged unit disbanded and not retreated, you must so specify in
your conditional retreat orders.
9. TREATMENT OF NEUTRALS. No conditional retreat, build, or disband orders
are to be given for neutrals - just for your own country.
If neutral retreats are necessary, I will randomly select a space if there
are any legal ones. Neutral builds and disbands will also be done randomly.
For builds, I will randomly select a fleet or army (50/50 chance), and then
randomly select a legal build space for the unit. Conditional retreats,
builds, and disbands are used to speed the game up. This way we can have
two turns per game year instead of up to five. It does require the player
to anticipate possible problems, but this can quite an exciting aspect of
the game.
10. VICTORY CONDITIONS. A game will end when the first of the following
events occurs:
(1) A player controls 18 or more resource centers.
(2) A player controls at least 6 more resource centers than his opponent
AND has at least 6 more units than his opponent (Mercy Rule).
(3) A player is reduced to 0 or 1 resource center (his opponent wins).
(4) A player resigns (his opponent wins).
(5) A player misses 2 or more consecutive turns and his opponent has more
resource centers than he does (his opponent wins).
(6) The year 1910 is completed (20 turns). Whichever player controls the
most resource centers is the winner. Does not apply to championship game.
(7) When 75% of the games in a round are completed, the remaining games
will be terminated after completion of the next fall turn with deadlines
set by GM. Whichever player controls the most resource centers is the
winner. NOTE: Since this is a tournament, I can't permit a few slow players
to unduly hold up the start of the next round. Hence the need for this
victory condition.
(8) The GM reserves the right to disqualify a player for cheating or
egregious misconduct.
11. SPECIAL RULE FOR RUSSIA. Russia, with its 4 resource centers and
initial starting units has an advantage which can be quite significant in
Duel Diplomacy. To compensate, a player who chooses Russia will be required
to give a hold order for one of his units during each of the first 4 turns
(It can be a different unit each turn). Furthermore, Russia is prohibited
from building more than 3 units per year, like the other 6 countries. This
rule does not apply if Russia is a neutral country.
12. NMRs. When a player misses a turn, the 12 points he would have
allocated will be evenly distributed among the neutral countries. Any that
he controls will have all units stand.

Inače, malo je bezveze, pošto sam ja koji sam bio 5. na prošlom turniru, već

E pa prođe i novi bid, nisam poslušao Jr.-a
i umesto 44211 na AIFRE stavio sam bid 5511 na AIFE
Uzeo sam sve osim Austrije (bilo je i za očekivati da će da
stavi dva velika bida na Aus. i Rusiju ).
Elem, potez nije loše prošao, imam četiri sigurne gradnje, pa
ćemo videti šta će sledeće proleće doneti :)

Imam 8 centara a on 9, iako mi je pozicija čistija nego njegova,
tipus je dokazao da se prilično dobro razume u diplomacy,
navukao me je u Swe i tako sam izgubio 1 centar, ali ništa

Ja sam ispao u drugom kolu, ali me ubaci u ovu partiju, bar
k'o posmatrača :)

Ništa posle dve pobede opraštam se od turnira.. žao mi je što
ovog baju nisam skenjao, England vs. Turkey (ja sam igrao
Engleza) međutim valjda sam se smorio, i pošaljem bezvezni
summer move, nakon koga mi nije bilo izlaza, inače da je moj
summer potez bio po PS-u verujem da bi bilo 17-17 jedno dve-tri
sezone :((
