Sky is ready to introduce pay-per-view
coverage of FA Premiership soccer from
next year, according to influential
Aston Villa chairman Doug Ellis.
He suggests in The Guardian that Sky
would show 10 games each week from the
1997-98 season and that viewers would
be charged up to ú13.99 for some games.
Ellis believes Sky will experiment
first with "trial" matches before going
ahead with the entire Premiership.

Aston Villa striker Dwight Yorke has
signed a new four-year contract with
the Coca-Cola Cup holders.
The Trinidad and Tobago international,

The shock move was confirmed by Rovers
chairman Rob Coar, who denied it was
done as a tit-for-tat measure after
United's attempt to land Alan Shearer.
Coar told BBC Radio that the Frenchman
was a player he had always admired.
United's assistant secretary Ken
Ramsden said: "The offer has been
rejected out of hand. Eric will not be

Defiant Blackburn chairman Robert Coar
has insisted that midfielder Tim

IRA punishment squad smashes footballer's leg

A FOOTBALLER may never play again after republican thugs burst into his
Ulster home and broke his leg and kneecap with spiked cudgels. Last night
Donal Gray said that he had no idea why he had been the target of a
"punishment squad".
Gray, 19, a junior international, was one of the brightest young players of
Irish League football and had returned to play in Northern Ireland last
season after a transfer from the Scottish club Partick Thistle.
He was at home with his father early yesterday when four masked men arrived
claiming to be from the Provisional IRA.
So-called punishment beatings by republican and loyalist paramilitary gangs
have increased since the IRA called a ceasefire at the end of August 1994.
Gray, a defender with Glenavon FC in Lurgan, Co Armagh, said in hospital:
"They kicked down the door and said they wanted me outside. I wouldn't go out
and was screaming. One of them had a gun. He put it to my head and said if I
didn't go out he would blow my head off."
Gray was attacked in the hallway and again when he was pushed outside into
the garden. He said: "I just curled up in a ball. They hit my legs and one of
the first blows was the break. They just kept beating at me and I covered my
head and let them hit away. My left leg is agony."
Interviewed on BBC Radio Ulster, he added: "They knew I have a career and now
it is just messed up. The doctors said they thought it was very serious and I
might not be able to play again. Even if I recover physically, my head's all
messed up."
Edward Gray, the player's father, described the beating. "The front-door
glass was put in. They said, 'This is the Provisional IRA.' Donal was sitting
there with me. They took him in the hallway and then took him into the garden
and beat him."
Police said that the attack, at Newry's Bancroft Park estate, was "cruel
back-street thuggery". Detective Inspector Alan Maines said: "This is a
19-year-old of great footballing talent who was no doubt going in the right
direction to the top of his sphere in Northern Ireland. His injuries could
mean a very promising footballing career is in jeopardy."
Gray is to have surgery today at Belfast City Hospital. Brian Strain, of the
Northern Ireland Professional Footballers' Association, who is also a
physiotherapist, said Gray's career may be ended by the attack.
He said: "He will need a long period of rehabilitation after suffering those
types of injuries. His career could be threatened. It is very worrying that
one of our fellow professionals has been injured in this type of incident.
"Everyone in the Irish League will be thinking of Donal. We hope to see him
back in a Glenavon shirt in the not too distant future."
A spokesman for the Glenavon club said: "He is a promising young player and
we were hoping that he would have held down a regular place in the senior
side this season."
He played a few games for the club after his transfer but picked up a groin
injury that put him out of action before he was fit enough to play again at
the end of last season.
In another attack in the republican Markets area of Belfast, a man suffered a
broken arm when he was attacked by a gang in an alley.
In the 18 months before the 1994 ceasefire, there were ten known "punishment"
beatings by republicans. Since then, there have been more than 270. Loyalists
carried out 51 before the ceasefire and more than 130 since.

F.A. TO HAND OUT INSTANT BAN FOR DRUG ABUSER

LONDON -- English soccer offenders such as drug abusers face instant
suspension next season, following a change in Football Association
rules.
In the past the F.A. had to rely on clubs to take action against
serious offenders while it put its disciplinary process into action.
Now it has been given new sanctions to act immediately to suspend a
player or official, pending a disciplinary hearing.
"It's a power we can only use in extreme cases," said spokesman Steve
Double on Wednesday.
A series of high-profile controversies in the past few years had
exposed flaws in the F.A. rules.
If a club backed a player who, for example, headbutted an opponent in
the full glare of television cameras, the F.A. were poweless to act
immediately.
Time served by a suspended player will be taken into account when his
case came before a disciplinary tribunal.

MILAN, Italy -- Soccer star George Weah sang and danced on Wednesday
at an Italian benefit concert to raise money for his war-hit West
African homeland Liberia.
Weah pointed to his shirt emblazoned with the face of the late reggae
star Bob Marley and said: "I want to do for Liberia what Bob did for
his Jamaica. The new generations there are growing up well."
The AC Milan striker won wild applause for his 20-minute debut at the
"WorldRhythm Festival" at the club's San Siro soccer stadium. The show
was organized to raise money for food relief to help refugees from the
civil war in Liberia.
"Peace, peace, peace," Weah told reporters. The concert, which also
starred Senegal's Youssou N'Dour, Guinea's Mory Kante, Salif Keita of
Mali and Italian blues singer Zucchero, wound up with the Bob Marley
classic "One Love."
Liberia has been crippled by six years of civil war which has killed
at least 150,000 people and sent tens of thousands more into
impoverished exile.
Weah, a hero in Liberia, has been active in raising international
awareness about his country's troubles and has also been financing its
World Cup campaign.
Organizers said the money raised would help "projects of the World
Food Programme which is helping Liberian refugees in Ivory Coast and
Guinea as well as in Liberia."

FIFA SUSPENDS VLAOVIC FOR SIGNING WITH THREE TEAMS

ZURICH -- Croatian striker Goran Vlaovic has been suspended
indefinitely after entering into agreements with three different
clubs, FIFA, world soccer's governing body, said on Wednesday.
According to FIFA, Vlaovic, who scored nine goals last season for
Italian club Padova, has signed agreements with another Italian Serie
A side Napoli as well as Spanish first division clubs Espanyol and
Valencia.
"We have three more signatures than we should have," said FIFA
spokesman Marius Schneider.
"We require an explanation of what has happened. It's rather
mind-boggling as right now it's absolutely impossible to tell who he
plays for."
Vlaovic, who has been asked to comment by July 26, was a prominent
member of Croatia's Euro 96 team and scored a memorable goal against
Turkey to help them reach the quarter-finals.

LONDON -- English premier league club Blackburn Rovers on Wednesday
launched an audacious 4 million pound ($6.2 million) bid for
Manchester United star Eric Cantona.
Blackburn owner Jack Walker and chairman Robert Coar confirmed their
club's interest in the French midfielder, but denied it was a
tit-for-tat move in response to Manchester United's reported 12
million pound ($18.7 million) bid for England striker Alan Shearer.
Manchester United assistant secretary Ken Ramsden confirmed the club
had received a faxed offer from Blackburn, but insisted: "There is no
way the matter will be considered.
"The offer has been rejected out of hand,'' he said. "Eric will not be
going to Blackburn or anywhere else." Asked whether the club believed
Blackburn's bid was a response to their own for Shearer, Ramsden
replied: "It is an unusual episode to say the least, but it is not for
us to question other clubs' motives."
The 30-year-old played a key role in Manchester United's premier
league/F.A. Cup double triumph last season after returning in October
from a nine-month worldwide ban imposed for kicking out at a
spectator.
He netted 14 league goals as Manchester United pipped Newcastle to the
title and added five more in the F.A. Cup, including the late winner
in the 1-0 final triumph over Liverpool.
But there was disappointment for Cantona when French national coach
Aime Jacquet left him out of the squad for last month's European
championship in England.
Blackburn finished seventh in the premier league last season following
their title win in 1994-95.

Player exodus weakens Portugal's top clubs

LISBON, July 18 (Reuter) - For once proud names such as Benfica and
Porto, the days of European soccer glory may have gone as new
transfer laws and financial crises make it harder for Portuguese
clubs to keep top players.
Half of the Portuguese national team which delighted fans with their
skills at last month's European championship finals in England was
already playing for foreign sides.
Many of the rest are now leaving as local clubs go on a record
selling spree which will boost their battered finances but leave
their teams severely weakened and unable to match Europe's best,
commentators say.
Over the summer, former European champions Porto sold club captain
Vitor Baia to Spain's Barcelona for a reported 1.3 billion escudos
($8.3 million), a world record for a goalkeeper.
Baia will be joined in Spain by Porto defender Carlos Secretario, a
national squad colleague, sold to Real Madrid for 300 million
escudos in one of a number of deals that will earn the league
champions some 2.5 billion ($16 million).
At Barcelona, Baia will line up alongside compatriot Luis Figo, part
of a magical Portuguese midfield at the European championship that
included Fiorentina's Rui Costa and Paulo Sousa of European Cup
winners Juventus.
But Porto, who won Europe's top club trophy in 1987 before going on
to be crowned world club champions, are not alone.
Former European Cup Winners' Cup holders Sporting look likely to
lose star Nigerian striker Emmanuel Amunike to Barcelona, while
Moroccan striker Nourredine Naybet has moved to Spain's Coruna and
full-back Fernando Nelson has left for England's Aston Villa.
"Portugal's big soccer clubs could temporarily end up richer but
Portuguese football will become, indisputably, poorer," wrote sports
daily Bola in a recent editorial.
"The flow of our best players abroad is turning into a tidal wave,"
echoed Lisbon daily O Publico, which added that the exodus would
increase the "peripheral" nature of Portuguese football within
Europe.
Big-spending clubs in Spain and Britain have been the main
destinations, although Portuguese players have also recently been
lured away to Italy, Germany and Switzerland.
Their places are taken by lesser known footballers from Eastern
Europe, South America and Portugal's former African colonies.
At the heart of the problem for clubs in Portugal -- the second
poorest country in the European Union with a population of little
more than 10 million -- is the recent EU ruling on soccer transfers.
By making all players free agents once their contracts are up, the
so-called Bosman ruling forces clubs with a valuble talent on their
books to sell him early to be sure of receiving something.
Relatively poor European clubs -- and that includes even Portugal's
most prestigious names -- cannot compete with the cash available to
European giants such as Barcelona.
"We did not have any choice," said Porto chairman Jorge Nuno Pinto
da Costa, refering to the sale of Baia.
"The Bosman law changed the rules of the game," he said.
The fee paid by Barcelona, now trained by former Porto and England
manager Bobby Robson, would be around 100 million escudos ($625,000)
more than Internazionale shelled out for Sampdoria's Italian
international Gianluca Pagliuca in 1994.
But while crucial, the Bosman ruling is not the whole story for
Portugal's clubs.
Tax authorities have finally caught up with them after they built up
debts of some $75 million in back taxes and unpaid social security
dues.
The government had sought to negotiate a soft-landing for the
politically-powerful clubs by transfering all profits from the
country's soccer pools system to them.
But the scheme was blocked last month by parliament where the ruling
Socialists do not have an outright majority, leaving clubs with no
alternative but to find the funds to settle their debts.

Poborsky favours United over Liverpool
PRAGUE, July 18 (Reuter) - Czech midfielder Karel Poborsky wants to
play for Manchester United rather than premier league rivals
Liverpool and he could sign before the weekend, a Czech newspaper
reported on Thursday.
"I am umambiguous in my desire to leave Slavia for Manchester
United. I would be happy if the whole affair is closed quickly," the
Lidove Noviny daily quoted Poborsky as saying.
The paper said his Czech club Slavia Prague could agree terms with
one of the two English sides as early as Friday.
Poborsky, one of the outstanding players of last month's European
championship finals, had been expected to leave Slavia for English
league and Cup double winners United following talks between the two
clubs last week.
But Liverpool put in a last-minute bid for the midfielder and both
clubs have held talks with Slavia officials this week.
The long-haired midfielder first came to the attention of teams
outside the Czech Republic during Slavia's run to the semifinals of
last season's UEFA Cup.
His cheeky chipped goal against Portugal in the Euro 96
quarter-finals was a highlight of the tournament and made him one of
the most sought-after players in Europe.

PRAGUE, July 18 (Reuter) - A decision on the future of Czech star
Karel Poborsky will be made by the end of the week, according to an
official from his current club, Slavia Prague.
But Slavia are already resigned to losing Poborsky's midfield
partner Radek Bejbl, who is signing for Spanish champions Atletico
Madrid for 5.2 million marks ($3.5 million) on Friday.
Poborsky has admitted he wants to move to English league and cup
double champions Manchester United but the situation has been
complicated by a late bid from United's premier league rivals
Liverpool.
"A decision on the future of Karel will definitely be made by the
end of this week," Slavia general director Vladimir Leska was quoted
by the local CTK news agency as saying on Thursday.
Slavia would try to meet the 24-year-old Poborsky's wish to move to
Manchester, but "all three parties must be satisfied," he added.
Leska declined to reveal what either team was offering in exchange
for Poborsky although he said Liverpool's bid was "very attractive."
Poborsky, though, expressed his wish to join United in a local
newspaper on Thursday.

Dutch referee cleared of betting on matches
ZURICH, July 18 (Reuter) - Dutch referee Dick Jol was reinstated by
world soccer's governing body FIFA on Thursday after being cleared
of allegations that he placed bets on matches on which he
officiated.
Jol was suspended by the Dutch soccer association (KNVB) last
October after a Dutch television programme alleged he had bet on
games he himself refereed.
Jol, who has consistently denied the allegations, was cleared of any
wrongdoing in March by an Amsterdam court which ordered the KNVB to
lift its ban within four weeks.
A FIFA statement on Thursday declared Jol once again eligible to
referee international and domestic matches.
"We are completely satisfied that Dick Jol had been made the victim
of accusations that were totally unjustified," said David Will,
chairman of the FIFA referees' committee.
"We're happy to clear his name and enable him to start refereeing
again without restriction."

Tampa - The Tampa Bay Mutiny brought the Kansas City Wiz's
three-game winning streak to a screeching halt Thursday night,
snatching a 3-2 decision on Giuseppe Galderisi's 56th minute
goal. The nationally televised Major League Soccer game drew
7,520 to Tampa Stadium.
The first half was all Tampa. Roy Lassiter put the Mutiny on
the board in the 15th minute, slamming the rebound of an Ivan
McKinley shot past goal of his own in the 41st, converting off
the deflection of an Evans Wise attempt.
Galderisi took advantage of Lagerwey's unsuccessful dive
toward a Roy Lassiter shot, intercepting the ball after it passed
over the sliding goalie to put away the game-winner.
Mo Johnston and Alan Prampin scored second-half goals for
the Wiz, Johnston with a 48th minute header and Prampin off a
goalkeeper's misplay of Mark Chung's 85th minute try.
Tampa goalie Mark Dougherty held off a 27-shot Wiz attack,
and with his defensive cohorts shut down MLS scoring leader
Preki, who amassed 11 goals and 30 points during the first half
of the season.
Tampa Bay remains on top of the MLS Eastern Conference with
a 10-7 record. Kansas City drops to 10-10, and is hanging onto
second place in the MLS West by a single point over Dallas and
San Jose.

official names of the various leagues (and as many lower divisions as
possible) and cup competitions in the language of the countries. That is,
for example, the names of the Czech leagues and cup in the Czech language,
etc. I am looking for information on every country, not just Europe.
I am also seeking the official full names of clubs in every country (I
already have the lists of UEFA top-division clubs from 1992-1996).

BONN, July 19 (Reuter) - Second division Kaiserslautern pulled off
the coup of the German off-season on Friday when they announced the
signing of Otto Rehhagel, the country's most successful club coach
of the last decade.
Rehhagel, sacked over personal differences last season by UEFA Cup
finalists Bayern Munich, replaces Eckhard Krautzun.
The club said in a statement they were releasing Krautzun from his
duties with immediate effect.
Rehhagel, a former Kaiserslautern player, faces the challenge of
returning the club to the top flight after they were relegated last
season.
Kaiserslautern's 1-0 win over Karlsruhe in the German Cup final was
one of their few highlights last season.
Rehhagel moved to Bayern at the start of last season after 14 years
with Werder Bremen, where he guided the club to two Bundesliga

PRAGUE, July 19 (Reuter) - Slavia Prague midfielder Radek Bejbl on
Friday signed a four-year contract with Spanish champions Atletico
Madrid for 3.6 million marks ($2.4 million).
Bejbl, 24, said at a signing ceremony in Prague he had received
offers from four other clubs, including an "attractive" last-minute
offer from English premier league Coventry.
"The Spanish league is one of the best in world and I am looking
forward to playing there," he said.
After helping Slavia to a Czech league championship, Bejbl joined
the Czech national team this year, scoring his first goal in their
surprise win over Italy during last month's Euro 96 in England.

have agreed terms with Argentine international Claudio Biaggio (eds:

million francs ($1.6 million) this weekend.
Biaggio, capped once against Venezuela in December, has scored 46
goals in the last three seasons and was top scorer in the first of

Exodus ends French euphoria

PARIS, July 19 (Reuter) - France ought to be looking forward with
optimism to the 1996/97 soccer season -- just two years before it
hosts the World Cup finals.
Instead, an exodus of top players during the summer break that has
left France looking much less like one of the top five leagues in
Europe, has cast a cloud over the unprecedented exploits of last
season.
When national coach Aime Jacquet named his 22-man squad for the
European championship finals in mid-May, four of his players were
with foreign clubs -- the Italian-based Christian Karembeu, Marcel
Desailly, Didier Deschamps and Jocelyn Angloma.
But soon another nine members of France's Euro 96 squad followed
their team mates across the country's borders.
Juventus bagged Zinedine Zidane while his Bordeaux club mate
Christophe Dugarry was snapped up by AC Milan. Internazionale signed
Youri Djorkaeff from Paris St Germain, Laurent Blanc went to
Barcelona and Bixente Lizarazu became the first foreigner to join
Athletic Bilbao.
Djorkaeff had just helped PSG win the European Cup Winners' Cup,
only France's second continental club trophy. Zidane, Dugarry and
Lizarazu had all played for surprise UEFA Cup finalists Bordeaux and
Blanc had helped little Auxerre to the French double.
Jacquet's team were unbeaten and playing well going into the June
European championship finals in England, but their failure to go the
distance brought French football followers back down to earth with a
bump.
Questions are rife as to how France, going into a new league season
starting on August 10 without its major stars -- including the
English-based Eric Cantona and David Ginola -- can prevent such a
loss of talent in the future.
The World Cup hosts have never before been faced with the age-old
problem suffered by the likes of Argentina and Yugoslavia, who have
more than half their national team players operating far from home.
The French league, looking for answers, hopes to develop its
marketing, with a subsidiary of the Walt Disney corporation
guaranteeing revenue of 17 million francs ($3.36 million) from now
until the year 2001.
Critics point their fingers at the giant television company Canal
Plus that has exclusive cover of first division matches, either
itself or through its satellite subsidiary.
Guy Roux, trainer of champions and French Cup winners Auxerre,
believes it should be "Canal even more" with the television
companies paying greater sums for the right to show football.
"All our neighbours get more," Roux told the sports weekly France
Football recently.
"Before Bosman, you could manage with less money than the others
because the clubs, however rich, could not line up more than three
foreigners," Roux said. "That's no longer the case today. So we must
ask T.V. for more money."
But the reasons why France lags behind Italy, England, Spain and
Germany in revenue and player salaries are numerous and complex,
including a higher tax burden on club wages, smaller average crowds
and less sophisticated advertising and marketing as well as the new
post-Bosman transfer regulations.
Roux's own international midfielder Corentin Martins, who has just
been transferred to Deportivo La Coruna of Spain, is said to be on a
salary eight times bigger than the one he earned at his provincial
French club.
Blanc will, no doubt, have an even better deal with Barcelona.
"The (French) market is not the same (as others)," league president
Noel Le Graet said.
"We have only (an average of) 12,000 spectators per match. The
English (premier league) are at 35,000.
"We must increase the number of season ticket holders," he added.
"And don't forget we have just come out of the courts."
French football is only now recovering from the match rigging
scandal involving 1992 European Cup winners Marseille, whose return
to the first division this season has been welcomed as a timely
boost to the domestic game.
Marseille's new deal with Adidas, furthermore, stands in stark
contrast to the difficulty most French clubs have in obtaining good
sponsorship deals.
The French league has yet to attract big business investors like
Silvio Berlusconi and Gianni Agnelli in Italy, and Jesus Gil in Spain.

He said the club has come to terms with Racing Strasbourg, but there's
still some money issues to be settled between the player and both clubs.
Strasbourg President's '8 days program' given Mostovoy to let him find a
new team will be up tomorrow, and the problem is almost solved. Strasbourg
agreed to let the midfielder go for FF 12-13 million. Another Celta's
newcomer Haim Revivo from Maccabi Haifa may be Mostovoy's competitor for a
spot in starting 11.

UEFA increases Champions League prize money
GENEVA, July 19 (Reuter) - Clubs competing in the Champions League
received hefty pay raises on Friday as UEFA, European soccer's
governing body, announced a series of increases in prize money for
the coming season.
The two teams reaching the final will see the biggest increase with
each receiving four million Swiss francs ($3.28 million), up by
about 14 per cent from the amounts Juventus and Ajax Amsterdam
earned last season.
The payout for reaching the semifinals will go up from 2.8 million
Swiss francs ($2.30 million) to three million Swiss francs ($2.46
million).
The 16 teams participating in group play are each guaranteed 2
million Swiss francs ($1.64 million), the same as last year.
However, UEFA has upped perfomrance bonuses in group play with a win
now worth 1 million Swiss francs ($820,000), an increase of 100,000
Swiss francs ($82,000).
Out of the income generated from the Champions League, each of
UEFA's 50 member associations, as well as Bosnia-Herzegovina, will
be paid 200,000 Swiss francs ($164,000).

Olympics-Soccer-U.S. team angered by NBC snub

ATLANTA, July 19 (Reuter) - America's Olympic soccer team are angry
at broadcaster NBC's decision not to screen their sell-out opening
match with Argentina.
"This (soccer) is the largest attended event in the Olympics. It's
hard to believe that it's not newsworthy for NBC," U.S. coach Bruce
Arena said on Friday.
Goalkeeper and captain Kasey Keller, who plays for English club
Millwall, said NBC's plans to screen very little Olympic soccer were
an "injustice" and would disappoint many American viewers.
NBC spokesman Ed Markey confirmed that the network, which has
exclusive U.S. television rights to the Games, would not be
screening Saturday night's group A game between the hosts and
Argentina in Birmingham, Alabama.
He said NBC would instead concentrate on gymnastics, swimming,
basketball and volleyball but added that its coverage plans for the
rest of the Games were fluid.
Soccer has emerged as a growth sport in the U.S. since the Americans
hosted the 1994 World Cup but the NBC decision illustrates that it
still faces a battle for acceptance.
Defender Alexi Lalas, a veteran of the 1994 World Cup, said the
Olympics represented a great opportunity for the Americans to
accelerate the sport's development.
"It's another opportunity to show the rest of the world that we are
a growing soccer nation and we know what we are doing," Lalas told a
telephone news conference.
"There will be 81,000 people in the stadium tomorrow and we can
already feel some of the incredible energy that was generated in
1994," said the goatee-bearded defender.
"The difference is that the stadium will be almost 100 percent
filled with U.S. supporters this time," he added.
Lalas joined Italian serie A club Padova after the World Cup but
returned home earlier this year to play in Major League Soccer
(MLS), the new 10-team professional league.
MLS has got off to a successful start, with crowds averaging almost
20,000 per match.
"I believed for many years that if we put together a quality product
then people would come to see it," Lalas said.
"But we're very realistic. We've got to do a lot of work in the rest
of this season and the off-season to ensure that it's even better
next year," he added.
The Americans play Tunisia and Portugal in their other group A
matches. The Olympic soccer tournament is being staged at venues
scattered across the U.S. but the semifinals and final will be
played in the Georgian town of Athens.

Manchester United win battle for Poborsky
MANCHESTER, England, July 20 (Reuter) - Manchester United have won
the battle to sign Czech Republic midfielder Karel Poborsky.
The English premier league champions agreed a 3.5-million-pound
($5.41- million) deal with Czech champions Slavia Prague on
Saturday. Poborsky will have a medical check next week then sign a
four-year deal thought to be worth two million pounds ($3.09
million).
Poborsky has been the subject of a tug-of-war between United and
premier league rivals Liverpool, while Slavia also tried to persuade
him to stay for their European champions' league campaign.
Poborsky was one of the stars of last month's European championship
in England. He scored a spectacular goal against Portugal in the
quarter-finals and helped the Czech Republic to reach the final,
where they lost in extra time to Germany.

Germany's Bierhoff to stay at Udinese
UDINE, Italy, July 20 (Reuter) - Oliver Bierhoff, the hero of
Germany's extra time victory over the Czech Republic in the European
championship final, is to stay with Italian serie A club Udinese
until the year 2000.
"I like Udine, a city that gave me the chance to put myself on
display," Bierhoff, 27, told reporters on Saturday after signing to
stay with Udinese, where he played last season.
Italian media reports said that Bierhoff, who had sparked the
interest of Italian giants Juventus and Parma after scoring the late
equaliser and winner against the Czechs, would earn one billion lire
($660,000) a year.
The tall striker spent three seasons in serie B with Ascoli before
joining Udinese last season, helping the newly-promoted club to
finish in the lower middle of the table.
"Staying at Udine must not be considered a declassing," said
Bierhoff, practically unknown before he came off the bench at
Wembley to give Germany a dramatic 2-1 win.
"I'm happy we won the title and I scored the two goals but frankly I
thought I'd have played more, especially given what I had shown. I
guess it's my fate not to convince the coaches immediately," he
added.

- Milan opened their pre-season training camp at Milanello on Thursday.
For the first time in 10 yrs, the president of the club,
Berlusconi did not attend the official opening presentation
of the (pre-) season because of politics in Roma. Instead
VP of the club, Galliani presented the newly signed players Dugarry,
Reiziger and Davids.
It was also first day of work for Tabarez, the new coach who says
he will have dialog and discuss his choices (of players with them).
- Other big teams that also opened their pre-season training camps
on Thur. and returned to work are Inter, Lazio and Parma.
Inter had only 13 of the players present with Hodgson.
Lazio is back but waiting the decision from FIFA (July 24?) on the
case of Nedved.
Back to work was the new and post-Scala Parma which is going to be coached
by ex-rossonero Ancelotti.

to izbacio nikad ne bi saznao. Problem preskakanja poruke zato što se nalazi u
gomili drugih ne mogu da razumem, pogotovo ako neko koristi OLR (za Stefana

Ma nije problem u OLRu nego u količini...;) Ne znam, meni se čini da su
razna prvenstva Mongolije i sl. neinteresantna. Što se mene tiče mogla bi
da se šutne napolje kompletna Azija i Afrika pošto mi se čini da većini
ovde imena tih klubova apsolutno ništa ne znače. Znači neka ideja bi bila
izbaciti ono o čemu ionako nemamo pojma :)

Final Score: Tampa Bay 3, Colorado 1
Denver - Steve Ralston's 72nd-minute goal proved to be the
game-winner as the Tampa Bay Mutiny sent the Colorado Rapids to
their third straight loss, a 3-1 decision before 6,320 at Mile
High Stadium Sunday afternoon.
The decisive play started when Ralston beat Colorado
midfielder Scott Benedetti some 40 yards out. Ralston dribbled in
on goal and sent a 17 yard shot off the right post and into the
net.
Roy Lassiter opened the scoring for Tampa with his 13th goal
of the season, running onto a Giuseppe Galderisi pass, dribbling
into the penalty area and sending a 16-yard, left-footed shot
past goalie Chris Woods. Galderisi later rounded out the Mutiny's
scoring, beating an offside trap for a one-on-one faceoff with
Woods. He dribbled past the 'keeper and sent the ball into an
open net.
A dispute surrounding Colorado's lone goal resulted in the
ejection of Rapids Assistant Coach Bruce Brown. In the 61st
minute, Matt Kmosko received a short pass from Steve Trittschuh
in the goal area and launched a shot. Mutiny defender Steve
Pittman appeared to have used his hand to swat the attempt away
from the goal, but referee Frank Gorog ruled the ball had passed
over the line before it was touched and did not penalize Pittman.
In the ensuing uproar, Brown pushed the fourth official and
was red-carded.
The win strengthened the Mutiny's hold on first place in the
MLS Eastern Conference, upping their record to 11-7. Colorado
falls to 8-12.

Pasadena - The Los Angeles Galaxy broke their four game
losing streak in a big way, notching a 3-0 win over the New
York/New Jersey MetroStars before 17,137 at the Rose Bowl Sunday
evening.
Greg Vanney put the Galaxy on the scoreboard in the 22nd
minute, knocking a header past goalkeeper Tony Meola, and the
Galaxy never looked back.
Harut Karapetyan added an insurance goal, scoring on a 30
yard blast after taking a feed from Mauricio Cienfuegos in the
65th minute. Cienfuegos added the icing to the cake, knocking in
a low cross from Chris Armas in the 71st minute.
The MetroStars' closest scoring opportunity came in the 28th
minute, when Tab Ramos lobbed a shot just over the crossbar.
Ramos had another chance in the 64th minute which was stopped by
goalkeeper David Kramer, filling in the Galaxy nets while regular
'keeper Jorge Campos represents Mexico in the Olympics.
The Galaxy (13-4) still hold a six point lead in the MLS
Western Conference, but had suffered four straight defeats after
opening the season 12-0. The MetroStars drop to 8-10.

Olympics-Soccer-Brazil, Italy suffer upset defeats

ATLANTA, July 21 (Reuter) - Favourites Brazil suffered a shock 1-0
defeat by Japan and a huge setback to their hopes of winning their
first Olympic soccer title on Sunday.
In two other upsets, European under-21 champions Italy lost 1-0 to
unfancied Mexico and African powerhouse Ghana, 1992 Games bronze
medallists, slumped 1-0 to South Korea.
Brazil, attempting to become the first country to hold both the
World Cup and Olympic title since Italy in the 1930s, were rocked by
an under-rated Japanese side whose heroic goalkeeper Yoshikatsu
Kawaguchi made a series of fine saves.
Having dominated for much of the game in Miami, Brazil conceded a
goal in the 70th minute when goalkeeper Dida and midfielder Flavio
Conceicao collided after Dida failed to hold a rasping shot from
Teruyoshi Ito and the ball rolled into the net.
Brazil, fielding 1994 World Cup heroes Bebeto, Aldair and Ronaldinho
as well as Juninho, threw men forward in a desperate bid to find an
equaliser, but Kawaguchi continued to deny them.
In the second-half he made a point-blank save from Savio, stopped a
curling free-kick from Juninho, turned a drive from Flavio Conceicao
round the post and fisted away a rasping shot from Bebeto.
Japan, who were well organised and highly mobile in midfield, share
top spot in group D with Nigeria, who beat Hungary 1-0 in Orlando,
Florida.
Italy, fielding World Cup goalkeeper Gianluca Pagliuca as one of
their three over-age players in a tournament otherwise restricted to
under-23s, went down to a late sucker-punch after having been
content to defend for most of their Group C game in Birmingham,
Alabama.
Francisco Palencia ghosted into the box to meet a cross from the
left. Unmarked, he took his time to pick his spot and deliberately
placed the ball past Pagliuca.
The Italians, whose senior side had a disastrous European
championship campaign last month, had restricted Mexico to
long-range shots for most of the match.
In the other Group C match, highly-fancied Ghana -- built around
players from their under-17 world championship-winning sides of 1991
and 1995 -- lost to a goal four minutes from halftime in Washington.
Woon Jong-hwan was the goalscoring hero for South Korea.

Maradona fever grips southwest China

CHENGDU, China, July 22 (Reuter) - Maradona fever and a flourishing
black market in match tickets are gripping the southwestern Chinese
city of Chengdu ahead of a friendly next weekend in which the
Argentine soccer great is due to play.
Diego Maradona's Boca Juniors take on locals Sichuan Quanxing on
Saturday in the second game of a Chinese tour that opens in Beijing
on Thursday.
Despite steep prices, a full house of 40,000 is expected.
"They will start queueing for tickets after supper on Monday and
stay the whole night," said Wang Qiong, on guard outside the Chengdu
city sports stadium ticket office. "I expect several thousand to
queue up during the night."
Tickets go on sale on Tuesday morning at between 70 and 600 yuan ($8
to $72). The average monthly income in Chengdu is about 600 yuan and
tickets for regular weekly Chinese domestic league games cost
between 15 and 80 yuan ($2 to $10).
"It will be a sell-out, no matter the prices," said a young man
drinking coffee at the stadium.
"This is too good a chance to miss, to see the second best player in
the world after Pele. We know Maradona well from television where we
have often seen his greatest moments."
"But I cannot be bothered to queue, it is too troublesome," he said.
"I will watch the game on television.
"The only way I can see the game is by buying a ticket on the black
market for double the normal price," a hotel security guard
lamented. "Maradona is not as good as he was but his technique is
worth watching."
At a sports shop next to the stadium fans were choosing between
Chinese-made replica kits of AC Milan, Barcelona and Manchester
United, priced at around 120 yuan ($15) each.
"I am lucky," said 16-year-old Huang Hongjun. "I won a ticket for
the game in a television quiz game, but I will have to go on my own
as my classmates cannot afford the prices."
But not everyone is elated about Maradona's arrival.
A commentary in Saturday's China Business Daily asked readers to
consider Maradona's record of drug abuse and shooting at reporters
outside his home in Argentina, his infamous "Hand of God" goal
against England in the 1986 World Cup, and his failures to attend
training.
The paper recalled Japan's decision to refuse Maradona an entry visa
because of his drug conviction.
"Just because Maradona is so famous in Japan did not make it easy
for him. They refused to let him in," it said. "This is something we
should consider seriously."
But none of that seemed to bother fans in Chengdu.
"Maybe he is far away from us and we do not know much about him,"
the security guard said. "What counts for us is his ability on the
soccer field."

Olympics-Soccer-Birmingham rekindles spirit of '94

BIRMINGHAM, Alabama, July 22 (Reuter) - Birmingham, England is a
soccer city; Birmingham, Alabama is an American Football city -- or
it was until this weekend.
For curious things happen when the Olympic circus rolls into town
and right now the Deep South city whose name will be forever linked
with the civil rights unrest of the 1950s and 1960s -- is very much
a town in love with soccer.
Links with the city's troubled past are everywhere and the Civil
Rights Institute, adjacent to two pivotal landmarks of the civil
rights movement, is one of Alabama's biggest tourist attractions.
Birmingham has moved a long way since 1963 -- the year Reverend
Martin Luther King and Dr Ralph Abernathy were arrested protesting
against segregation on Good Friday; the year four young black girls
were killed and dozens more injured when white racists bombed the
16th Street Baptist Church and the year mayor Eugene "Bull" Connor
turned on high-powered water jets, injuring 600 people at Kelly
Ingram Park.
Even the city's official guide -- Black and White -- does not
downplay the past -- or the continuing simmering tension.
"Today's culture, while not completely immune from some degree of
segregation, is quite unlike that of 30 short years ago. Indeed, the
city carries the incidents of its history like an albatross," says
the guide.
But for the last week Birmingham, a city also steeped in American
Football culture, has had something far more joyous on its mind.
On Wednesday a huge multi-racial crowd greeted the United States
soccer team when they arrived to set up their Olympic training base,
with thousands of fans lining downtown streets.
And on Saturday something even more astonishing occured when a
capacity crowd of 83,810 -- the largest to watch a sporting event at
the city's impressive 69-year-old Legion Field -- rekindled the
spirit of the World Cup two years ago for the United States' opening
soccer match against Argentina.
More than two dozen fans interviewed before the game admitted they
had never seen a soccer match before "apart from kid's kick-ball"
and the reaction of 18-year-old Donna Connie of Southside,
Birmingham, was typical.
"I saw some of the games in the World Cup two years ago on TV and
have been looking forward to seeing this ever since I knew matches
were coming to Birmingham. I just had to be here."
While the fans brought back vivid images of the World Cup, the
United States team re-lived their own World Cup performance.
Apart from taking the lead in the first minute and some singular,
flashes of inspired individual play, they were generally good in
defence, average in midfield and poor up front. Potential gold
medallists Argentina, recovering from the early shock, chalked up an
easy 3-1 win.
In all, 11 men and women's matches are being played in Birmingham,
including three days when there are two matches.
As FIFA official Goran Havik says: "Few cities have ever staged so
many matches as Birmingham will over the next few days, and with men
and women's matches and double-headers -- this reflects the way
soccer has changed in the Olympics.
"You can tell by the way coaches are using it as a halfway point for
their young players in between competitions like the European and
South American championships and the World Cup, the attitude of the
players, the number of fans and the number of media. The whole thing
is far more important than it was."
Birmingham is one of five venues hosting soccer and after this
tournament its name may well have other connotations than being only
a symbol of a racially troubled past.
But whatever may unfold at Legion Field over the next two weeks, and
never forgetting its history, Birmingham has one other unique claim
to fame.
Its statue of Vulcan, the Roman god of fire, saluting the city's old
steelworks and iron industry, overlooks Birmingham from the top of
Red Mountain and constitutes the city symbol.
Cast for the 1904 St Louis World's Fair, Birmingham proudly claims
the statue has "the largest iron buttocks in the world." And that is
one distinction it does not want to lose.

Chile's Salas blames own club for transfer collapse
SANTIAGO, July 22 (Reuter) - Chilean forward Marcelo Salas has
blamed his club Universidad de Chile for stopping his $3 million
transfer deal to Spanish club Las Palmas.
Universidad de Chile officials said last week they had closed the
deal to send Salas to Las Palmas -- only to admit at the weekend
that they spoke too soon.
By then, Salas had given away his blue Universidad de Chile jersey
and bid goodbye to his fans in Santiago's National Stadium.
Salas accused Universidad de Chile president Doctor Rene Orozco of
trying to hold out for more money from Las Palmas.
"I think $3 million is a good sum and if the doctor doesn't think so
then that's his problem, not mine," Salas told Television Nacional
de Chile on Sunday.
But Orozco said the deal fell through because Las Palmas decided
they did not want Salas and signed an Argentine player instead.
"If Marcelo thinks that, he is very mistaken. I've always looked out
for his best interests," said Orozco on the same TV network.

I was at the match played at Orange Bowl. It was just unbelievable! I
just came back to Boston this afternoon. Since there seem to be no match
report yet, I'll try to come up with one. Please note that I'm Japanese,
and I was too much into the match to remember much details :-) You
understand, right?
It was very hot and humid. I arrived at the stadium early to watch the
women's match between China and Sweden which preceded the men's match.
China easily won the match 2-0. They used their quickness and dominated
almost throughout the match. The stadium was slowly being filled with
Brazilian and Japanese supporters during the women's match. The
Brazilians probably outnumbered the Japanese 4-1 or so, and they were
dancing and chanting. Fortunately, I was surrounded by fellow Japanese
supporters :-)
The Brazil-Japan match started at 6:30pm. Surprisingly, Japan started the
match attacking the Brazilian goal during first 10 minutes or so.
Although none of the possessions materialized into a shot on goal, Japan
was controlling the match early. The Japanese midfielder, Maezono,
displayed his ability to control the ball and distribute it to other
players. I think almost all Japanese offensive possessions went through
him. Brazilian players didn't seem to be ready to play the game. Of
course, this won't last forever. Brazil slowly started to gain their
rhythm, and after 20-25 minutes into the game, it was all Brazil. I don't
know what the actual statistics were, but to me, it seemed like Brazil was
controlling the ball more than 80% of the time.
Japanese defense was excellent. They quickly converged to the player with
the ball and applied a lot of pressure. This type of pressure defense, as
well as nice tackles, brought a lot of ball possession to Japanese, but
only to have it taken away after only one or two passes. Brazil still
managed to create a number of chances throughout the game. Luckily for
Japan, their goalkeeper, Kawaguchi, played a wonderful match. He was
tested many times, and his save of free kick taken by Bebeto (I think) in
the second half virtually saved the game for Japan. Kawaguchi was also
helped by the crossbar/goal post in one or two occasions.
The only goal in this match was not beautiful at all. The goal came at
about 75th minutes into the game. By this time, Brazilian kept attacking
and were clearly frustrated by Japanese defenders and their own mistakes.
The Brazilian keeper Dida and the defender Aldair (?) both went to a weak
cross-ball by Japanese and bumped into each other. As a result, the ball
bounced over them toward the goal, and a Japanese midfielder Ito put the
ball into the empty net. Japanese supporters erupted! Brazilians were in
disbelief. Oh, BTW, this I think was the ONLY shot (if you can call that
a shot :-) on goal by Japan.
After the goal, the only focus of the match was if Japanese defense can
stand the furious Brazilian attack. I didn't think they could, but they
did! Brazil had 2 or 3 corner kicks and many shot attempts during 4-5
minutes extra time, which seemed like forever to me. And the match ended!
Unthinkable has happened. Who would've thought that Brazil with Bebeto,
Juninho, Savio, Roberto Carlos and Ronaldinho could be beaten by Japan
with no over 23 y.o. players!
I have to say that Brazil was clearly a better team. Japan was very lucky
to win the match. Well, still a win is a win :-) Also, I was very
impressed by the sportsmanship by Brazilian supporters. Except for one
jerk who sprayed beer over Japanese supporters after the goal by Japan,
they sincerely congratulated Japanese after the match. They would come to
me, congratulate the win, tell me how well Japan played, and shake our
hands. This happened in the stadium, outside the stadium, and even in a
restaurant where a group of us were cerebrating the win! This was a very
nice end to an unbelievable day.
Now, I with Japan will play well against Nigeria and Hungary. I won't be
at these upcoming matches and hope someone else will write the match
report. Oh, BTW, I still think Brazil will get the gold :-)
One more thing. Congratulations to South Korea, who also won the first
match yesterday!

After last season Dnipro Dnipropetrovsk coach Berndt Stange (former
East Germany national coach) and 7 top Dnipro players went to
CSKA-Borisphen and prepared for this season there. A few days ago
CSKA-Borisphen president Dmitry Zlobenko suddenly lost his interest in
soccer, and club owners renamed the club to simply CSKA, appointed 3
Eighties Dynamo Kyiv players as coaches - Volodimir Lozinsky (head),
Volodimir Bessonov and Gennady Litovchenko. Destiny of Stange and Dnipro
stars is unknown yet. Most players in CSKA were from CSKA-2 (advanced to
second division last year).

ako naletiš na nešto što smatraš interesantnim i što može da

Olympic Football Overview
Fans worldwide follow the game with a passion, but the term "football"
in the United States still may create images of hedges and Heismans in
Athens and Birmingham, and Hogs and Hurricanes in Washington, D.C. and
Miami. During the Centennial Olympic Games however, the expression
will take on a new meaning for spectators.
The sport of football, or soccer to fans in the United States, returns
to the south, along with the "nutmegs" and "bicycle kicks" that filled
North America's vocabulary during the 1994 World Cup. In addition, a
new phrase, "women's gold medal winners" will join the Olympic lexicon
as females compete for the first time on the Olympic pitch.
With preliminary competition in Birmingham, Miami, Orlando and
Washington, D.C. leading to the semifinals and finals in Athens, the
world's most popular sport will once again become the "Sport of the
South" as one of the most watched events of the Olympic Games. With
its world-wide following, its no coincidence that football also is
among the oldest of the Olympic team sports. Making its debut as an
exhibition sport in 1896, football has been played in every Olympic
Games with the exception of 1932. The passion evoked by the game has
often resulted in intense and controversial moments for both players
and fans during the sport's colorful Olympic history. Emotions still
run high in the quest for the gold medal, but a new emphasis on
sportsmanship, or "Fair Play," has helped return the joy of
competition to the game.
As football increased in popularity, the sport's international
governing body, the Federation Internationale de Football Association
(FIFA), established the World Cup as its own international
championship. Beginning in 1930 and scheduled every four years on the
even year before the Olympic Games, the World Cup fueled the
international infatuation with the sport by allowing professional
players to participate. Western European nations, which won most of
the early Olympic medals, suddenly saw many of their top players
giving up their Olympic eligibility to turn professional. As the lines
between professionals and state-supported amateurs became harder to
distinguish, Eastern European nations won every Olympic gold medal
from 1952 to 1980. During the 1980s, FIFA attempted to correct the
imbalance by making World Cup and World Cup qualifying players from
Europe and South America ineligible to compete in the Olympic Games.
The rule was adjusted to the under-23 rule in 1992, and amended again
to allow nations to add three older and professionally experienced
wild card players during the 1996 Games.
Currently not limited by the same eligibility rules, nations in the
women's Olympic football tournament will enter squads similar to those
participating in their first two highly successful World Cup
championships. The women's sport has enjoyed a mercurial rise in
popularity and participation over the past two decades, and should
benefit even more from its new spot in the Olympic Games.
To arrive at the Games, the men's teams endured a series of
continental championships with five teams qualifying from Europe,
ree teams each from Asia and Africa, two teams from South America,
one team from North and Central America and the Caribbean and one team
from a playoff between the second-place team from North America and
the first-place team from Oceania. As the host country, the United
States received an automatic spot in the 16-team field.
On the women's side, the host country and the top seven teams from the
1995 Women's World Cup tournament qualified for the Games. Like the
men, the women's squads had to play through continental qualifying
rounds to earn a spot at the World Cup championships and an eventual
place in the Games.
Tournament Format
In the Olympic Tournament, teams compete in round-robin groups with
the women playing in two, four-team groups and the men playing in four
groups of four teams. During round-robin play, teams earn 3 points for
each win and 1 point for a tie. The top two teams from each group then
advance to a single-elimination tournament, with the four
semifinalists playing for the Olympic medals.
While the format for the tournament may be the same, the 1996 Olympic
Games will also feature some new additions to the sport. For the first
ime at the Olympic Games, the "golden goal" will be in effect. Once
teams reach the quarterfinal round for men or semifinal round for
women, matches with a tie score after 90 minutes will play two
15-minute periods of extra time. The team scoring the first or
"golden" goal in extra time wins the game. The sudden-death impact of
the golden goal is a change from past tournaments that allowed the two
teams to continue playing, regardless of goals scored, until the
30-minute extra time expired and a penalty-kick shootout determined
the winner.
The traditional snap of the linesman's flag indication offsides and
ball possession will receive a high-tech supplement for the first time
at the Games. Linesmen will be in contact with the referee through a
special wireless transmitter to assist in communications between the
linesmen (now called referee's assistants) and the referee.
The first Olympic Games with a women's tournament will also be the
first Olympic Games with female officials. Female referees and referee
assistants will make their Olympic debut at the tournament after
receiving favorable reviews at the 1995 Women's World Cup competition.
Even with some new technology and a few new rules, the game has
changed very little over the past 100 years. Unlike the complex plays
and strategies of the brand of American football usually played in
Athens, Birmingham, Miami, Orlando and Washington, D.C, the laws and
actics of the international game remain simple. As a result, the
world's favorite game could very well be the Olympic Games' favorite
event.

Preview of Men's Football
For 121 national associations, it began as a dream; a dream of
representing their countries in the men's football tournament of the
historic Centennial Olympic Games. From Buenos Aires to Budapest the
dream has taken these competitors through endless hours of intense
training and through two grueling years of qualifying rounds to a
final place in the Games. For one team, the dream will be realized in
Athens.
The 1996 Olympic football tournament features teams as diverse as the
continents they represent. For some of the squads, the Games are a
chance to add to collections of international honors while others will
look to the Games to earn their spot among the world's football elite.
For the tradition-rich teams from Brazil and Argentina, the Games
offer a chance to add a first-ever gold medal to a treasure of
international accomplishments. For three-time champion Hungary, the
Games represent the opportunity to restore a long history of Olympic
excellence with an unprecedented fourth gold medal. But for other
teams, the Olympic tournament will confirm a new generation of heroes.
For Ghana, the bronze medal team in 1992, the Games present the next
step in football maturity after winning two under-17 World
Championships. A first-ever victory at the Games could define success
for Tunisia, Nigeria and Saudi Arabia, while the Games mark the return
of teams from Portugal and Japan after long Olympic absences. Finally,
he Games offer the host United States a chance to secure a place for
the world's most popular sport in a nation where a more familiar brand
of football is played with pads and a pigskin.
But while the teams may vary in style and motivation, the players
share some common bonds. Truly representing the youthful theme of the
Games, the football tournament features the sports most promising
young stars. Fifteen of the 18 players on each roster must be under
the age of 23. Although the players are young, they are not
inexperienced. Most of the members of the under-23 Olympic teams have
grown up playing in Federation Internationale de Football Association
(FIFA) competitions on under-17 and under-20 teams as well as in the
world's great professional leagues. Even with younger players, the
quality of play has remained at a high level. The importance countries
place on a highly-competitive Olympic team is demonstrated with
national "A" and World Cup team coaches often taking on dual
responsibilities with the under-23 Olympic squad.
In 1996, a new rule will allow teams some additional experience. Teams
may add three wild card players, over the age of 23 and most likely
from the country's "A" or World Cup national teams, to their roster.
The addition of potential wild cards like the USA's Alexi LALAS or
Brazilian playmaker ROMARIO could transform teams into instant medal
contenders while providing the opportunity for some of the sport's
greatest players to play in the world's greatest sporting spectacle.
With the addition of the wild card players and a new set of heroes,
the Olympic Games will set a whole new generation of players and fans
dreaming of Olympic glory. For the 16 teams in the tournament, the
dream of participating in the Olympic Games has already been realized.
But for one team, the dream will be the ultimate honor. For one team,
the dream will be golden.
Men's Teams
Argentina (ARG)
The winner of two World Cup titles, Argentina will try to extend its
international success to the Olympic Games. Although the country's top
professionals won world championships in 1978 and 1978, Argentina has
not been as successful at the Games, earning only a silver medal in
1928. However the latest group of Argentinians could change all of
that after with Marcelo DELGADO and Hernan CRESPO leading a team that
went undefeated in the South American qualifying tournament. Delgado
scored seven goals in the qualifying rounds while Crespo added five
tallies to lift Argentina to a spot in the Games. Argentina owns a
6-5-3 record in four previous Olympic football tournaments.
Australia (AUS)
Continuing to build on a growing football tradition, Australia earned
its fourth trip to the Games after capturing the Oceania championship
and defeating Canada in a playoff for the final Olympic tournament
berth. Outscoring opponents by a whopping 48-4 margin, the "Olyroos"
cruised to the Oceania title behind the play of forward Joe SPITERI,
Croatia Zagreb standout Mark Viduka and 1993 World Youth Championship
alumnus Kevin MUSCAT. SPITERI led the scoring assault with eight goals
including a pair of hat tricks against Vanuatu and New Zealand.
Australia finished fourth at the 1992 Olympic tournament, losing to
Ghana in the bronze medal match, 1-0.
Brazil (BRA)
One of the world's most dominant football nations, Brazil will look to
add an elusive Olympic gold medal to its vast collection of
international awards. Brazil's top professionals won an unprecedented
fourth World Cup title in 1994, but the country's Olympic hopes will
rest with a younger, and perhaps quicker, version of the world
champions. The Brazilians ended a 36-year Olympic Games drought with
silver medals at the 1984 and 1988 Games, and the addition of veteran
players to the 23 and under roster could help put Brazil back on the
victory podium. The team's leading scorer in the qualifying matches,
Caio tallied four goals in a single match against Bolivia to help
Brazil go undefeated in the qualifying rounds while Juninho has earned
rearly raves playing in the English Premier League.
France (FRA)
The last time the Olympic football tournament was played in the United
States, France won the gold medal. Hopes for a repeat performance by
France rest with a young team rich in first-division club experience.
French national team member Claude MAKELELE helped lift FC Nantes to
the 1995 French League championship while Patrick VIEIRA signed with
the legendary Italian, club AC Milan. Florian MAURICE finished fourth
in the first division in scoring. Forward Robert PIRES scored two
goals in a 4-1 win over Germany in qualifying play and is the nephew
of 1984 Olympic gold medalist, Francois Brisson.
Ghana (GHA)
Dubbed the "Black Meteors" at the 1992 Games, Ghana blazed its way to
a bronze medal with a 1-0 win over Australia in the third-place match
in Barcelona. With its first ever Olympic football medal secured, a
new generation of Meteors will look to continue the tradition in 1996
as the team makes its sixth appearance in the Olympic football
tournament. A tribute to the country's development of young players,
Ghana captured the Under-17 World Championships in 1991 and 1995 and
placed second in 1993. Many members of the 1993 team make up the
roster of Ghana'ssquad including captain Charles AKUNNOR,
Joseph FAMEYE and 1991 Under-17 hero Emmanuel DUAH.
Hungary (HUN)
One of the most successful football teams in Olympic
history, Hungary returns to the Games in search of an unpresidented
fourth gold medal. After earning back-to-back gold medals in 1964 and
1968 and a silver in 1972, the Hungarians failed to qualify for the
tournament in the last five Olympiads. However the latest edition of
the Hungarian squad features top club players Kirsztian LISZTES, Gabor
HALMI and Gabot EGRESSY, and could earn a record sixth medal (3 gold,
1 silver, 1 bronze) at the Games. The 106 all-time goals scored by
Hungary in the tournament ranks second only to Yugoslavia's 109 for
the highest total in Olympic history.
Italy (ITA)
One of the true international football super-powers, Italy continues
produce championship teams at every level. Italy won the 1936
Olympic gold medal, and is one of only two teams to have won three
World Cup championships. In spite of their world-wide success, the
Italians have been shutout of the medals at the Games since winning
the gold medal in Berlin. The country's lastest team of contenders
could change all of that with 1995 World Soccer European Player of the
Year runner-up Alessandero DEL PIERO, Olympic qualifying heroes
Christian VIERI and Marco DELVECCHIO, forward Arturo DI NAPOLI and
goalkeeper Gianluigi BUFFON. Appearing in a record 12th Olympic
Tournament, Italy entered the group play with an all-time Games record
of 24-17-3.
Japan (JPN)
The only Asian country to win a medal at the Games, Japan returns to
tournament for the first time since capturing the bronze medal in
Mexico City in 1968. Masakiyo MAEZONO captained Japan to the
championship game of the Asian qualifying tournament, and scored a
pair of goals in Japan's 4-1 win over Oman in the tourney's first
round. Hidetoshi KAKATA was named the Most Valuable Player in Japan's
qualifying match against Iraq, while national team veteran Shoji JO
also added a pair of goals in the early qualifying round. Making its
fifth appearance at the Games, Japan owns a 5-5-2 record in Olympic
play.
Korea (KOR)
The Asian qualifying tournament championship team, Korea used a
balanced scoring attack and a traditionally tough defense to earn the
trip to the Games. Young-Su CHOI scored both goals in a 2-1 win over
Iraq and then added the winning goal in a 2-1 win over Japan in the
tournament's championship match. Hwan Yoon JONG and Woo-Young Lee
scored two goals apiece in the qualifying tournament to help lift
Korea to its first trip to the Games since 1948. Goalkeeper Jae-Lee
WOON and defender Dong-Myung SEO are veterans of Korea's 1994 World
Mexico (MEX)
Champions of the North/Central America and Caribbean qualifying
tournament, Mexico returns to the Games after settling for three tied
matches in Barcelona. Midfielders Augustin GARCIA (UAG) and Raul
Rodrigo LARA (Club America) helped Mexico secure its place in the
Games while Cuahtemoc BLANCO (Club America) ranked among the Olympic
qualifying tournament's leading scorers with four goals. Goalkeeper
Oswaldo SANCHEZ allowed just one goal in the qualifying tournament as
Mexico outscored opponents 12-1 on its way to a perfect 5-0 record. In
its eighth Olympic tournament, Mexico posted its best football finish
in 1968 when the host team lost to Japan, 2-0, in the bronze medal
match.
Nigeria (NGR)
A surprise entry in the tournament, Nigeria earned its place in th
Games after upsetting Egypt and Zimbabwe in the second and third
rounds of the African qualifying tournament. The team posted four
shutouts in the six qualifying matches and outscored opponents, 13-3.
Nigeria last competed in the Games in 1968 and entered the 1996
tournament with an all-time record of 0-7-2. The return of Nigeria to
the Olympic Games signifies the country's continued improvement in the
sport. Nigeria won the Under-17 World Championships in 1985 and 1993
while its "A" team made its first-ever appearance in the final stages
of the World Cup in 1994.
Portugal (POR)
In its first Olympic football tournament appearance since 1928,
Portugal returns to the Games after winning the Group 6 competition in
the European qualifying tournament. A third-place finish at the 1995
Under-20 World Championships helped mark Portugal's resurgence in
international play, and the Olympic roster is filled with veterans
from the bronze-medal squad. Carvalho Daniel DANI earned the Silver
Ball Award as the third-leading scorer at the World Championships
while 1995 Portuguese All-Star Emilio Manuel Delgado PEIXE played on
the 1991 World Youth Cup championship team. Silva Joaquim QUIM started
at goalkeeper for the Under-20 team .
Saudi Arabia (KSA)
With its fast, free-flowing style, the Saudi Arabia team may resemble
its South American rivals more than its physical European neighbors.
The similarities are no coincidence as the Saudis followed the style,
tactics and coaching of the highly- successful South American squads
to earn a third-place finish in the Asian qualifying tournament. A
beneficiary of the creative style, Obied S.S AL DOSSARY virtually
carried the team to the Games, scoring five of Saudi Arabia's six
first-round goals in the Asian qualifying tournament. Dossary also
added a hat trick in a 4-0 win over Kazakhstan to complement a goal by
Ibrahim BIN ISA. A relative newcomer to international championships,
Saudi Arabia made its first Olympic appearance in 1984 when it posted
a 0-3 record. The country qualified for its first World Cup in 1994.
Spain (ESP)
The defending Olympic champion, Spain won its first-ever football gol
medal with a 3-2 win over Poland in the finals at Barcelona. Only
three teams have won back-to-back football championships at the
Olympic Games, but don't count out the Spainards. The 1995 Spanish
Player of the Year, Julen GUERRO was the youngest member of Spain's
1994 World Cup team while Joseba ETEXEBERRIA earned the Golden Shoe
award at the 1995 Under-20 World Championships as the tourney's
leading scorer. Gonzalez Blanco RAUL and Ivan DE LA PENA also competed
on the Under-20 squad that placed fourth at the World Championships.
Midfielder ROBERTO tallied the winning goal in a 2-1 victory over the
Czech Republic to send Spain to the Games.
Tunisia (TUN)
Although making only its third Olympic Games appearance, Tunisia has
already enjoyed some international successs in 1996. Many members of
the Tunisian team played on the same squad that eaned a spot in the
finals of the 1996 African Nation's Cup including Imed BEN YOUNES and
Kaieo KODHBANE. Ousted by Togo in the second round of the African
qualifying tournament., Tunisia made the most of a second chance after
ogo was suspension from the tournament for "contravening the age
limit rules." With the reversal of fortune, Tunisia advanced to the
third round where it topped Guinea for a place in the Olympic
tournament. Tunisia entered the Games in search of its first Olympic
victory after going 0-4-2 in its first two appearances.
United States (USA)
The host team has won the gold medal three times in Olympic history
including Spain's 1992 win in Barcelona. Although the road could be
more difficult for this year's hosts, the home field advantage and the
development of new talent could help draw the Americans closer to the
victory stand. Foreign club teams have noticed the rise in talent
level in the United States, and signed U.S. Under-23 stars Jovan
KIROVSKY and Gregg BERHALTER to club contracts. Brian MAISONNEUVE and
Michael FISHER both earned Hermann Awards as the nation's best
collegiate players while A.J. WOOD is the Under-23 team's leading
scorer. Nine members of the 1992 Olympic team went on to earn spots on
the 1994 World Cup squad.

Preview of Women's Football
They have years of experience, but this is their first time.
They have risen to the top of their sport, but never to the top of
this podium.
They have played in the world's most prestigious events, but not in
this one.
Until now.
They are the athletes of the inaugural women's Olympic football
tournament, and until now, they were merely spectators to the
pageantry of the Games. But 100 years after football made its
exhibition Olympic debut, women will compete for golden recognition.
Eight teams Brazil, Denmark, Germany, Japan, Norway, the People's
Republic of China, Sweden and the host United States all earned the
trip to the Games as a result of their finishes at the 1995 Women's
World Championships. The United States won the very first World
Championship in 1991, but the European teams, led by 1995 World
Champion Norway, World Cup runner-up Germany, and 1995 European
Championship runner-up Sweden, continue to dominate international
play. The Far East is an emerging power led by four-time Asian Cup
champion China and World Cup qualifying tourney champion Japan. A
youthful Denmark team also makes its bid for a medal while Brazil
earned a place in the tournament with a World Cup win over Sweden.
The world's most popular sport also may be the fastest growing among
women. Organizers of the 1995 women's world championship in Sweden
estimate that today's 35 million women federation football players may
increase to equal the 140 million men by the time the Olympic flame is
lit in 2012. The number of teams competing for the gold medal could
rise as the Women's World Cup final round will increase from 12 to 16
teams beginning in 1999.
Just as the number of participants continues to rise, so has the
quality of the women's game. Not simply a female facsimile of the
men's game, the women have developed a style of their own; combining
the grace and elegance of refined skill with the strength and agility
achieved through intense physical training. Although they employ
diferent tactics, from the long-ball methods of the Scandinavians to
the intricate team passing of the Germans and the one-on-one speed of
the Americans, the teams share a common athletic talent with rosters
full of some of the world's greatest athletes.
The teams competing in the first-ever women's Olympic football
tournament may be new to the Olympic Games, but they are no strangers
to the highest level of international competition. Unlike the men's
game, where the Olympic football competition was the forerunner of the
World Cup, two very successful world championships for women have been
conducted before appearing on the Olympic Programme. The eight
qualifying teams bring an impressive list of continental credentials
to the Games, and all eight have appeared in both previous Women's
World Cup championship. The first Olympic qualifiers have made the
world's pitch their own personal playground during the sport's early
years, but the prevailing opinion is that the rest of the world may be
closing the gap.
Although played internationally for slightly over 20 years, the
women's game has already established its own intense rivalries.
Familiarity and proximity have fueled the rivalry between Scandinavian
neighbors Sweden, Denmark and Norway. Friendly matches between the
countries helped pioneer the sport of women's football in the early
1970s and the rivalries have continued to the highest level of the
sport. Norway knocked Denmark out of the quarterfinals in the 1995
World Cup while the Olympic Games could mark another chapter in a
Sweden/Norway series that has included battles in the European
Championship final and World Cup semifinals.
Three classic matches have defined the rivalry between the sport's
only world champions, the United States and Norway. In the 1991 World
Cup finals, Michelle AKERS gave the United States the early advantage
in the series when she stole a wayward pass and pushed it into the net
with 2 minutes remaining to give the Americans a 2-1 win in the
sport's first-ever world championship. Four years later, Norway
avenged the loss when the tournament's leading scorer, Ann Kristin
AARONES, headed in a first-half corner kick to give the Norwegians a
1-0 semifinal win. Norway went on to capture the World Cup title, but
the Americans won the third match of the trilogy in the finals of the
1995 U.S. Women's Cup. Tammy PEARMAN's "golden goal" in extra time
gave the United States a 2-1 victory and set the stage for another
possible showdown in the Olympic Games.
While the United States and Norway continue their battle for women's
football supremacy, China and Sweden have staged a pair of thrilling
matches of their own. In the 1991 World Cup quarterfinals, Sweden
silenced a packed Tianhe Stadium crowd as the Swedes downed the home
team, 1-0. China returned the favor four years later, stunning the
1995 World Cup hosts in a dramatic penalty-kick shoot-out, 4-3.
The 1996 Olympic Games will provide a new stage for these teams to
renew their rivalries. More importantly, they will showcase the sport
to a new generation of female athletes and provide young players with
a new goal. A goal that was previously unobtainable.
Until now.
Women's Teams
Brazil (BRA)
The two-time South American Champion, Brazil has found less luck off
the continent. But after finishing ninth in both the 1991 and 1995
World Cup tournaments in Asia and Europe, the Brazilians may feel more
at home in the American south. Brazil rolled to the 1995 South
American title, outscoring its opponents 42-1 including a 15-0
blanking of Bolivia in the final match. Dangerous goal-scoring threat
Roseli De Belo tallied the game winner in Brazil's 1-0 World Cup win
over host Sweden to secure the team's spot at the Olympic Games.
Forty-year old goalkeeper Maria Margarete Pioresan (Meg) is a veteran
of both of Brazil's two previous World Cup teams.
Denmark (DEN)
The Olympic football tournament's youngest team, Denmark continued its
well-planned rise in international competition with a sixth-place
finish at the 1995 World Cup. With a long-ball style favored by the
Scandinavian countries, the Danish team is anything but a long-shot
medal contender. Crafty forward Helle JENSEN solidified her standing
as one of the world's to players with her performance at the World
Cup, while Gitte KROGH ranked among the tournament's leading scorers
with three goals. Although deep in talent and flowing with optimism,
young Danish team may lack the international experience possessed
by its rivals in the Games. Only four players off the 1991 Women's
World Cup roster returned to play on the 1995 team.
People's Republic of China (CHN)
Look for a sharp contrast between the technically-skilled, ball
possession style of the People's Republic of China team compared with
the physical game practiced by the European squads. The tactics have
been very profitable for the Chinese, however, resulting in four Asian
Cup championships, a fourth-place finish at the 1995 World Cup and the
status as a top contender for the Olympic gold medal. Quickly becoming
one of her country's most recognized players, forward Sun WAN shared
Bronze Shoe honors with teammate Guihing SHI as the third best goal
scorers at the 1995 World Cup. Dubbed "the Great Wall," a 6-2-2
defensive scheme has also helped the development of goalkeepers
Honglian ZHONG and Hong GAO.
Germany (GER)
A high-level passing game and combination tactics helped Germany
capture the 1995 European Championship and earn a spot in the 1995
championship match. At the center of the German attack,
Heidi MOHR is her country's all-time leading scorer and earned the
Silver Shoe award at the 1991 World Cup as the tournament's second
best goal scorer. MOHR added three more goals at the 1995
championships and joins veteran captain Silvia NEID, forward Martina
VOSS and rising star Brigit PRINZ in Germany's hopes for an Olympic
medal. Goalkeeper Manuela GOLLER heads a German defense that shut out
opponents in World Cup qualifying matches, 60-0.
Japan (JPN)
The Asian Cup runner up in 1986 and 1991, Japan won its qualifying
tournament for the 1995 World Cup and continues to show tremendous
improvement in international play. The formation of a women's
professional league in Japan has aided in the development of the
national team, and as a result, the Japanese earned a spot in the
Olympic tournament with an eighth-place finish at the 1995 World
Championships. Veteran midfielder Noda Akemi was the team's top goal
scorer at the World Cup, and tallied both goals in Japan's 2-1
milestone win over Brazil. Goalkeeper Junko Ozawa is evidence of
Japan's continued improvement while 17-year old Homare Sawa is a
bright hope for the future.
Norway (NOR)
The 1995 World Cup champions, Norway used tough, physical play and a
long-ball style to capture the world title. Those same tactics could
pay off in gold for the Norwegians who have appeared in both of the
first two World Cup finals. Once dependent on the feet of veteran
Linda MEDELEN, Norway is now on the attack with a trio of talented
goalscorers. Hege RISE earned the Golden Ball Award at the 1995 World
Cup as the tournament's most outstanding player, while Ann Kristin
AARONES received the Golden Shoe award as the tournament's top goal
scorer. The Norwegians are equally strong on defense behind Gro
ESPESETH, goalkeeper Bente NORDBY and the world's most-capped women's
player , Heidi STORE.
Sweden (SWE)
One of the pioneering nation in women's football, Sweden helped
organize the first international women's match. Just over ten years
later, Sweden won the first women's European Championship and will
look to add another "first" in 1996 with an Olympic gold medal.
Immortalized with her picture on a postage stamp, defender Pia
Sundhage is her country's all-time leader in goals scored and
international appearances. The team's inspirational leader as well,
Sundhage came out of retirement to help lift Sweden to a fifth-place
finish at the 1995 World Cup. Midfielder Malin Andersson was one of
the top scorers at the 1995 World Cup and joins Lina Videkull and
Ulrika Kalte in the balanced Swedish attack. Goalkeeper Elisabeth
Leidinge is a veteran of two World Cup tournaments and posted two
shutouts at the 1995 championships.
United States (USA)
Concluding a rapid rise to the top of the football world, the United
States captured the very first women's world championship in 1991. A
loss to Norway in the 1995 World Cup semifinals cost the Americans a
chance to repeat as champions, but a healthier U.S. team returns
virtually intact in 1996. The world's premiere forward, Michelle AKERS
has scored more international goals than any woman over the past ten
years. Joining AKERS on the front line, Carin GABARRA earned most
outstanding player honors at the 1991 World Cup while Mia HAMM
recorded a tourney-high six assists at the 1995 championships. In the
goal for the host nation, Briana SCURRY collected nine shutouts in
1995.

Spectator's Guide to Football
The world's most popular sport, football also may be the world's
simplest game. But while the laws of the game are easy to understand,
the interpretation of these rules often has been the cause of fervent
debate among the sport's enthusiastic fans.
The Match
Each goal is worth 1 point and is scored by kicking, dribbling or
heading the ball across the opponent's goal line between the goal
posts. Each match consists of two 45-minute halves. Once teams reach
the quarterfinal round for men or semifinal round for women, an
additional 30 minutes of sudden-death overtime, or extra time, is
played in games tied at the end of regulation play. In extra time, the
first team to score wins the match. If the score remains tied at the
end of extra time, the teams compete in a five-kick, penalty
shoot-out.
The Players
Goalkeeper– The only player allowed to touch the ball with his
or her hands when the ball is in play. Dressed in a contrasting
uniform to distinguish him or her from the rest of the players, the
goalkeeper may catch, punch or tip the ball while protecting the
192-square-foot area in front of the goal.
Defenders–The four or five players expected to stop opposing
players from taking open shots at the goal. One player may be assigned
as a sweeper or "libero," roving behind the other defenders as the
final line of defense before the goalkeeper.
Midfielders –Players working primarily as playmakers, setting up
scoring opportunities for the forwards. They also must react quickly
on defense as the first line in slowing an opponent's attack.
Forwards – Generally the team's premier goalscorers, the forwards
are responsible for putting the ball into net.
Terms
Advantage Rule – At the referee's discretion, an infraction may
not be called if the team that was fouled maintains possession of the
ball. For example, the referee might allow play to continue or "play
on" if stopping play due to a foul would benefit the defending team by
halting the attack.
Corner Kick – A free kick awarded to the offensive team after an
opponent knocks the ball out of play over its own goal line. The
corner kick is taken by the attacking team from the corner area of the
goal line marked by the small quarter circles. A corner kick may
result directly in a goal, but look for teams to run a variety of
well-designed set plays in an attempt to score.
Direct Free Kick – A free kick awarded to a fouled team for
infractions such as tripping, holding or playing the ball with the
hands or arms. A direct kick may result directly in a goal.
Extra time:The international football equivalent to "overtime". In
second-round matches that must produce a winning team to advance in
the tournament, 30 minutes of extra time is played in matches that are
tied or "level" at the end of regulation time.
Fouls: Infractions such as tripping, kicking, holding, touching the
ball with the hands and unsportsmanlike conduct are considered fouls
and result in a free kick for the opposing team.
Goal: To score a goal, the ball must pass completely over the goal
line between the posts.
Goal Kick: A free kick awarded to the defensive team after the
attacking team knocks the ball out of play over the goal line.
Golden Goal:In international football's version of "sudden-death"
overtime, the team that scores the first or "golden" goal in extra
time is declared the winner.
Indirect free kick: A free kick awarded to a fouled team for
infractions such as dangerous play, charging without the ball and
obstructing an opponent while not attempting to play the ball. The
kicked ball must touch another player before scoring a goal.
Injury Time:The official time of the match is kept on the field, and
the referee may add time at the end of either half to allow for time
lost due to injury or other stoppages in play.
Mark: To closely defend an opposing player.
Offsides: An infraction occurring if there are fewer than two
opponents (including the goalkeeper) between an attacking player and
the opposing goal at the time a ball is passed to him or her.
Pitch:The field of play.
Penalty Kick:A dramatic one-on-one confrontation between the attacker
and the goalkeeper, penalty kicks are awarded for direct fouls
committed inside the penalty area. The shot is taken from the spot
about 11 meters (12 yards) in front of the goal, and the goalkeeper
may not move until the ball is kicked. In matches requiring a winning
team to advance, penalty kick shoot-outs are used to determine t
winner if the match remains tied at the end of extra time. Each side
selects five players to a take alternating penalty kicks in an attempt
to decide the outcome.
Red Card: The referee may eject or "send off" a player from a match by
showing that player the red card. Flagrant fouls, persistent
misconduct or abusive language may result in a red card. Red Carded
players may not return to the game or receive a substitution.
Wall: A human wall of defenders lined up to prevent a direct kick from
scoring.
Yellow Card: The referee will show a yellow card to a player as a
caution for unsporting conducd. If a player recieves two yellow cards
in a match, he or she will be expelled from the match and the team
will continue to play "a man down."

History of Football
With so many cultures playing a role in the development of the game,
it's no wonder football enjoys such world-wide appeal. Played in
various forms by the Greeks, the Romans and the Chinese, football in
its earliest stages was often a wild and rowdy affair involving entire
villages. The chaotic game often resulted in more fighting than
football until the British brought order to the contests through a
uniform set of rules in 1863.
The popularity of the sport increased when football debuted at the
Olympic Games in 1900. The sport was further unified in 1904 with the
founding of the Federation Internationale de Football Association
(FIFA), the sport's organizing body that set the standards for
international play. Today, every FIFA-affiliated team, regardless of
the level of competition, is governed by the same laws of the game.
Milestones in Football History
80 B.C.— Games resembling football are played in China, Greece,
Rome and Florence.
1314 — King Richard II of England outlaws football because of its
rowdy nature. Nonetheless, the sport continues to thrive, forcing
similar bans on the game in 1389, 1401, 1436 and 1491.
1580 — The sport appears on British college campuses and becomes
an intercollegiate event in 1620.
1863 — Modern football begins in England with the foundation of
the Football Association.
1900 — Great Britain wins the first Olympic football tournament
in Paris.
1904 — FIFA, the Federation Internationale de Football
Association, is founded as the game's governing body.
1930— Defending Olympic champion Uruguay wins the first World
Cup tournament.

Za to su definitivno krivi naši mediji.. pa kao primer, jedan

šalje informacije, statistike i tabele, najpre iz oblasti
reprezentativnog fudbala (što bukvalno važi za sve moguće
regione) i klupskog fudbala zapadne Evrope, Balkana, Rusije
i Južne Amerike. Daklem, oko 50% vesti bi trebalo 'saseći'.
One blic-informacije su, po mom mišljenju, odlične, ali u
slučaju da se ne ponavljaju (Poborski X puta u Mančesteru..).

Citat koji navodiš ništa ne dokazuje. Niko nije sporio činjenicu
da "penalty kicks are awarded for direct fouls committed inside
the penalty area", mi smo samo tvrdili da može da se sudi i za
prekršaj van njega, ako je fauliran igrač imao otovren put prema
golu. :)
Btw, ovi "vodiči za gledanje" su prilično površni i ne verujem da
bi u njima našla mesto jedna takva malo poznata začkoljica, ako
to pravilo uopšte i dalje važi.

Aman ljudi vise!!. Navedite JEDAN, samo JEDAN, nista drugo osim JEDAN
primer da je neko tako dosudio penal (makar u kupu Sijera Leonea ;) ) i
obecavam da cu da pojedem onu kolicinu papira koja je ekvivalentna kolicini
papira utrosenog na proizvodnju karata koje sam kupovao za utakmice u
zadnjih 15 godina, a to verujte nije mali tabak :).

Svašta. Kratko i jasno piše kada se sudi penal. Ovo što ti pričaš je
kao kada bi ja rekao da važi pravilo tri korne - penal a pošto eksplicitno
ne piše da to pravilo ne važi onda ko zna... Naravno da ljudi koji pišu to
ne mogu da unapred daju odgovore na svakojako tripove koje pojedinci mogu
da imaju.

Čak i ako bismo ove tekstove tretirali kao apsolutnu i

dokaz upravo za suprotnu tvrdnju od one koju ti zastupaš. ;)

gledaocima koji uopšte ne poznaju igru, kako bi uopšte mogli da
prate ono za šta su kupili karte. ne misliš valjda da sva pravila
fudbalske igre staju na 3-4 ekrana?
Piše li, na primer, da i trener može da dobije crveni karton,
jel piše da se utakmica prekida kada jedna ekipa ostane sa manje
od 8 igrača, jel piše da dok se izvodi penal ne sme niko da bude
u kaznenom prostoru, jel piše da živi zid treba da bude udaljen
najmanje 9,25 metara, jel se pominje "sudijska lopta"...?

Ne baš, 3 kornera možemo da vidimo na svakoj utakmici, "sudijsku
loptu" vrlo retko, a "penal za faul van šesnaesterca" još ređe. ;)

Ja ono što tvrdim tvrdim na osnovu dva TV snimka koja sam video i
nekakve izjave Zorana Petrovića povodom toga. Ako se dobro sećam,
njegovo objašnjenje je bilo takvo. Nije nemoguće da je to pravilo
davno ukinuto, poslednjih 5 godina jako površno pratim fudbal.
Nije nemoguće ni da nikad nije ni postojalo, da je postojalo kao
predlog, da je trajalo samo godinu dana i slično...
A ko zna, možda važi i danas? ;)

Nije 9.25 nego 9.15 :) I nije manje od 8 nego manje od 7 igrača. Izgleda
da su trebali i to da napišu ;)

Da, trebao bih kao ti da tvrdim da je pravilo 3 korne - penal važilo
nekada davno a da sam ja 100% u to a da svi ostali nemaju pojma ;) I da
napomenem kako sm ja to video i na TVu ;> Što se tiče tog penala, naravno
da ga nikada nisi video. Međutim, situaciju koja bi po tebi trebala da
dovede do suđenja tog famoznog penala možeš relativno često videti i
nikada nije bio suđen penal jer to jednostavno nije dopušteno po
pravilima. Najviše što se tu može dogoditi je da igrač dobije crveni
karton.

To što si ti "video" može samo da se podvede pod pojam sna, tripa, noćne
more ili nečeg sličnog :) Video je i Vladanko Stojaković Dražu Mihajlovića
na sletu za 25. maj iako je većina gledalaca bila sigurna da njega tamo
nema ;) Sve što je moguće je da je bilo reči o nečijem predlogu koji ipak
nikada nije usvojen.

Zvanična lista svetskih reprezentacija koju objavljuje FIFA. Pošto nismo
igrali utakmice nismo mogli ni da sakupimo bodove. Mada, kako smo krenuli,
ko zna koliko ćemo napredovati ;)

Upravo tako. FIFA svake godine poveri nekomn sportskom savezu na testiranje,
razne inovacije u fudbalu. Tako se danas u raznim zemljama (SAD, Brazil), u
fudbalu primenjuje plavi ili zeleni karton (nisam siguran za boju), koji
označava javnu opomenu pred žuti karton, zatim time-out koji se može tražiti
nakon što prođe 22-25 min. utakmice itd ... Verovatno je i to bilo neko opciono
pravilo koje je posle izbačeno kao nepodobno :)

Zvanična fifina lista reprezentacija. Nemam pojma kako se radi
bodovanje, verovatno je kao ono u tempu što je bilo (pobeda toliko,
nerešeno toliko i još dobijaš protivnikove bodove sa njegovih utakmica -
npr. pobedimo Brazil, a oni pobedili Nemačku, mi bismo dobili nešto bodova
i na račun "pobede" nad Nemačkom). Inače nije tako nerealno, pošto smo mi
od jačih reprezentacija pobedili samo Rumuniju i Meksiko, verovatno ćemo
ići brzo na gore, ali za sada...

AMENDMENTS TO THE LAWS OF THE GAME 1996
Dear Sirs,
At its annual meeting held at the Copacabana Palace Hotel in Rio de
Janeiro, Brazil, on Saturday, 9th March 1996, the International
Football Association Board, chaired by FIFA President, Dr. J.
Havelange, made a number of amendments to the Laws of the Game and the
Decisions.
The relevant texts appear hereunder:
I. MODIFICATIONS TO THE LAWS OF THE GAME
AND DECISIONS OF THE INTERNATIONAL FOOTBALL ASSOCIATION BOARD
LAW II - THE BALL
New Text - (Replacing Present Text)
The ball shall be spherical; the outer casing shall be of
leather or other suitable materials. No material shall be used
in its construction which might prove dangerous to the players.
The circumference of the ball shall not be more than 70.0cm and
not less than 68.0cm. The weight of the ball at the start of
he game shall not be more than 450g. nor less than 410g. The
pressure shall be equal to 0.6-1.1 atmosphere (=600-1,
100gr./cmŽ) at sea level. The ball shall not be changed during
the game unless authorised by the referee.
Reason:
Such a decision is necessary in view of the programme to
improve the quality of footballs, currently implemented by
FIFA.
Decision (4) - New Text - (Replacing present text)
Acceptance of Use
In FIFA competition matches and in competition matches under
the auspices of the Confederations, acceptance of a football
for use will be conditional upon the football bearing one of
the following three designations:
+ The official "FIFA APPROVED" logo, or
+ The official "FIFA INSPECTED" logo, or
+ The reference "International Matchball Standard"
Such designation on a football indicates that it was duly
tested and found to be in compliance with the specific
echnical requirements for each category (FIFA APPROVED, FIFA
INSPECTED and International Matchball Standards, the latter
being of equal technical standard to FIFA INSPECTED),
additional to the minimum specifications set forth in Law II.
The ball shall carry appropriate indication that it has been
sucessfully tested. Such additional requirements, specific to
each of the respective categories, have to be approved by the
International F.A. Board. The institutes conducting the tests
shall be selected by FIFA.
In all other matches the ball used must satisfy the
requirements of Law II. National Associations or Competitions
may require the use of balls bearing any one of the three
afore-mentioned designations.
Reason:
The proposed new text better describes the situation with
respect to the improvement programme for footballs integrated
last year into the Laws.
LAW III - NUMBER OF PLAYERS
New Text of (2) - Replacing Present Text (2)
(2) Up to a maximum of three substitutes may be used in any
match played in an official competition under the auspices of
FIFA, the Confederations or the National Associations.
The rules of the competition shall state how many substitutes
may be nominated, from three up to a maximum of seven.
The names of the substitutes must be given to the referee prior
to the commencement of the match.
Substitutes not so named may not take part in the match.
Reason:
A positive development for the quality of the game by having a
bigger choice of players is anticipated.
The rest of Law III remains unchanged.
LAW V - REFEREES
New Text of (h) - Replacing Present Text
(h) send off the field of play and show a red card to any
player who, in his opinion, is guilty of violent conduct,
serious foul play, the use of foul or abusive language, or i
guilty of a second cautionable offence.
Reason:
This change was deemed necessary to keep in line with the words
of Law XII (9).
Decision (7) - New Text - Replacing Present Text
(7) If the referee applies the advantage clause and the
advantage which was anticipated does not develop at that time,
the referee shall penalise the original offence.
Reason:
The amendment seeks to indicate a timescale during which the
referee may penalise the original offence if the anticipated
advantage does not develop.
The above-mentioned new text now gives the referee the
possibility of waiting to see how an advantage situation
develops and if it does not develop after a short while, e.g.
two/three seconds, then the referee has to immediately stop the
ame and penalise the original, provided that the ball
is still in play (if not then play must be restarted in
accordance with the Law). Furthermore, should a second offence
be committed by a player of the offending team during the time
the referee is allowing for the development of the anticipated
advantage, then the referee must sanction the more serious of
the two offences. In any case, this does not exempt each
offending player from being dealt with appropriately (caution
or dismissal) by the referee.
LAW VI - ASSISTANT REFEREES
To replace the words "linesman" and "linesmen" in the Law by
the words "assistant referee" and "assistant referees", where
applicable.
Reason:
The word "linesmen" does not accurately reflect the tasks of
he linesmen who are, in actual fact, assistants to the
referee. Furthermore, it does not reflect the fact that there
are also women who are active in this function.
New Text of 1st Paragraph
Two assistant referees shall be appointed, whose duty (subject
to the decision of the referee) shall be to indicate:
a. when the ball is out of play;
b. which side is entitled to a corner-kick, goal-kick or
throw-in;
c. when a player may be penalised for being in an offside
position;
d. when misconduct or other incident has occurred out of the
vision of the referee;
e. when a substitution is desired.
Reasons:
c. The present text makes no mention of this duty which is one
of the most important performed by the assistant referees.
d. This should encourage assistant referees to be aware of their
responsibilities within the match officials' team, in order
to ensure that the correct decisions are arrived at.

LAW XII - FOULS AND MISCONDUCT - (English Version Only)
New Text of Paragraph 3 of Law XII - Replacing Present Text
Shouldof the defending team commit one of the above
ten offences within the penalty area, he shall be penalised by
a penalty-kick.
Reason:
The word "intentionally" in the English version is inconsistent
with the new text of Law XII and has been deleted.
New Text of Paragraph 5 Law XII - (1) Replacing Present Text
(1) Playing in a manner considered by the referee to be
dangerous (example to be deleted as it is no longer an
appropriate example since the introduction of the terms
"careless" and "reckless" into the Law in 1995).
THE ROLE OF THE FOURTH OFFICIAL
Addition to the present text, becoming point 8.
"After the match the fourth official will submit a report to
the appropriate authorities, on any misconduct or other
incident which has occurred out of the vision of the referee
and the assistant referees. The fourth official must advise the
referee and his assistants of any report being made".
above text enhances the role of the fourth official as one
of the refereeing team and facilitates the use of written
evidence from the fourth official by the appropriate
authorities.
II. OTHER DECISIONS AND INSTRUCTIONS TAKEN BY THE
INTERNATIONAL F.A. BOARD
Instructions to Encourage an Increase in the Actual Playing Time
1. The Board expressed concern about the tendency of the actual
playing time being reduced. To increase the same, it decided that
the national associations should be instructed to organise a
system, wherever possible but especially in the top leagues,
according to which additional footballs are placed around the edge
of the field with ball- boys to hand them over to the players. It
is suggested that at least six footballs be available, two of them
strategically placed along the touch lines, on either side of the
field and one behind each goal line.
2. The Board also wants the national associations to instruct their
referees to speed up the substitution procedures, so that no
unnecessary time is lost when players are exchanged.
3. In addition, the Board insists on referees strictly implementing
the rule according to which the goalkeeper, having taken control
of the ball, must release it into play after he has taken four
steps in any direction.
4. Finally, the referees must be instructed to accelerate the restart
of the matches, when goals have been scored. It is agreed that
players may demonstrate their joy when a goal has been scored, but
the demonstration must remain reasonable. In particular, the
referees have to caution players who demonstratively run round the
stadium, take off their shirts, climb on the fences, or similar
exaggerated behaviour.
Further Instructions
1. The FIFA Sports Medical Committee has drawn the attention of the
Board to the fact that there are numerous injuries due to
incidents of tackling (challenges) made from behind with little or
no attempt to play the ball. It is once more emphasised that the
current Laws of the Game forbid such action and condemn it as
serious foul play (which implies the expulsion of the offending
player).
2. Regarding the implementation of Law XI (off-side), the assistant
referees are requested to indicate a punishable off-side position
only if they are sure that the player is off-side. Therefore, in
case of doubt, they should refrain from intervening.
Statement of the Board
Finally, the Board once more reaffirmed that the rule according to
which the referee's decision on a point of fact connected with play
is final, is absolutely irrefutable.
The afore-mentioned amendments, decisions and instructions are binding
as from 1st July 1996.National Associations whose competitions start
prior to 1st July 1996, may implement the amendments to the Laws
immediately (this does not apply to those National Associations whose
current competitions have not terminated on that date).
The National Associations are requested to send a copy of this
circular to all of their referees and assistant referees.

INSTRUCTIONS REGARDING THE TAKING OF KICKS
FROM THE PENALTY MARK
(in knock-out competitions to decide the winner)
Conditions under which kicks from the penalty mark shall be taken to
determine which of the two teams in a drawn match, in a knock-out
competition, shall be declared the winner.
(To replace drawing lots)
The International Board at its meeting on 27 June 1970 accepted a
proposal by the FÚdÚration Internationale de Football Association that
the practice of drawing lots to determine which of two teams in a
drawn match should proceed to a later stage of a knock-out competition
or receive the trophy (if any) be discontinued and be replaced by the
taking of kicks from the penalty mark which shall not be considered
part of the match, subject to the following conditions:
1. The referee shall choose the goal at which all of the kicks shall
be taken.
2. He shall toss a coin, and the team whose captain wins the toss
shall take the first kick.
3. The referee shall note each player as he takes a kick from the
penalty mark.
4. (a) Subject to the terms of the following paragraphs (c) and (d) both
teams shall take five kicks.
(b) The kicks shall be taken alternately.
(c) If, before both teams have taken five kicks, one has scored more
goals than the other could, even if it were to complete its five
kicks, the taking of kicks shall cease.
(d) If, after both teams have taken five kicks, both have scored the
same number of goals or have not scored any goals, the taking of
kicks shall continue, in the same order, until such time as both
have taken an equal number of kicks (not necessarily five more
kicks) and one has scored a goal more than the other.
5. The team which scores the greater number of goals, whether the
number of kicks taken is in accordance with the terms of the
foregoing paragraph 4(a), 4(c) or 4(d) shall qualify for the next
round of the competition, or shall be declared winner of the
competition, as the case may be.
6. With the exception referred to in the following paragraph (b) only
the players who are on the field of play at the end of the match,
which shall mean at the end of extra time in so far as a match in
which extra time is authorised is concerned, and any who, having
left the field temporarily with or without the referee's
permission, are not on the field of play at that time, shall take
part in the taking of the kicks.
(b) Provided that his team has not already made use of the maximum
number of substitutes permitted by the rules of the competition
under which the match is played, a goalkeeper who sustains an
injury during the taking of the kicks and who, because of the
injury, is unable to continue as goalkeeper, may be replaced by a
substitute.
7. Each kick shall be taken by a different player, and not until all
eligible players of any team, including the goalkeeper or the
named substitute by whom he was replaced under the terms of
paragraph 6 as the case may be, have each taken a kick, may a
player of the same team take a second kick.
8. Subject to the terms of paragraph 6, any player who is eligible
may change places with his goalkeeper at any time during the
taking of the kicks.
9. (a) Other than the player taking a kick from the penalty mark, and the
two goalkeepers, all players shall remain within the centre circle
whilst the taking of kicks is in progress.
(b) The goalkeeper who is a colleague of the kicker, shall take up
position within the field of play, outside the penalty area at
which the kicks are being taken, behind the line which runs
parallel with the goal-line, and at least 10 yards from the
penalty mark.
(c) The goalkeeper is reminded that he must remain on the goal-line
between the posts until the ball is kicked into play.
10. Unless stated to the contrary in the foregoing paragraphs 1 to 9,
the Laws of the Game, and the International Board Decisions
relating thereto, shall, in so far as they can, apply at the
takingkicks.
N.B.: In the event of light failing before the end of the taking of
kicks from the penalty mark, the result shall be decided by the toss
of a coin or drawing lots.
TAKING OF KICKS FROM THE PENALTY MARK CHECKLIST FOR REFEREES
1. Decide at which end the kicks will be taken. This can be an
important decision if the supporters of one team are behind one
goal and those of the other team are at the opposite goal.
2. The team which wins the toss must take the first kick.
3. Before the kicks begin, ensure that all team officials, etc., have
left the field and that only the players are left.
4. Make sure all players, apart from the kicker and the two
goalkeepers are inside the centre circle.
5. Make sure the goalkeeper of the kicker's team stands outside the
penalty area, in the position shown in the diagram.
6. Tparticularly Law XIV "The Penalty Kick",
apply except where modified by the instructions for the taking of
kicks from the penalty mark. Be particularly vigilant therefore
for instances of gamesmanship or for infringements by the
goalkeeper, e.g. moving before the ball is kicked.
7. Keep a careful record of the kicks taken.
8. Where you have the assistance of neutral linesmen some of those
duties may be taken by them, e.g. a linesman at the centre circle
would organise players coming to take the kick while the other
linesman would assist by indicating whether or not the ball has
crossed the goal-line.
9. It is very important that the referee organises the taking of
kicks from the penalty mark correctly. Make sure you fully
understand the instructions.
10. The taking of kicks from the penalty mark never forms part of an
actual match. It is only a method of deciding a winner.
11. If, at the taking of kicks from the penalty mark, the light fails
badly and the kicks therefore cannot be completed, the result
shall be decided by tossing a coin or drawing lots.
12. An injured player may be excused from the taking of kicks from the
penalty mark.
13. It is the responsibility of each team to select the players who
will take the kicks from the penalty mark. The referee's only duty
is to ensure that they are taken correctly.
14. When all the players in a team have taken a kick from the penalty
mark, it is not necessary that they follow the same order in
taking their second kick as they had for the first series of
kicks.
15. If a player who has already been cautioned commits a second
cautionable offence at the taking of kicks from the penalty mark,
he shall be sent off.
16. If the lights fail at a stadium after extra time but before the
taking of kicks from the penalty mark, and they cannot be repaired
in a reasonable time, the referee shall decide the match by
tossing a coin or drawing lots.
17. A substitute who has not taken part in the match, including extra
time where it is played, may not take part in kicks from the
penalty mark, except to replace an injured goalkeeper.
18. After each team has taken 10 kicks from the penalty mark, a team
which has had a player sent off may use a player who has already
taken a kick for the 11th kick.
19. If at the end of the match some players leave the field of play
and fail to return for the taking of kicks from the penalty mark,
and are not injured, the referee shall not allow the kicks to be
taken and shall report the matter to the responsible authorities.
20. If, at the taking of kicks from the penalty mark, or when extended
time is being allowed for a penalty-kick to be taken in normal
playing time, the ball strikes the goalpost or crossbar, strikes
the goalkeeper and enters the goal, a goal shall be awarded.

THE TECHNICAL AREA
The technical area as defined in Law V, International F.A. Board
Decision no.14, relates particularly to matches played in stadia with
a designated seated area for technical staff and substitutes as shown
below.
It is recognised that technical areas may vary between stadia, for
example in size or location, but notwithstanding, the following notes
are issued for general guidance.

1. The technical area shall be considered as extending 1 metre on
either side of the designated seated area and shall extend forward
up to a distance of 1 metre away from the touchline.
2. It is recommended that markings be used to define this area.
3. The number of persons permitted to occupy the technical area shall
be defined by the rules of the competition.
4. The occupants of the technical area shall be identified before the
commencement of the match in accordance with the rules of the
competition.
5. Only one person has the authority to convey tactical instructions
and he must return to his position immediately after giving these
instructions.
6. The coach and other officials must remain within the confines of
the technical area except in special circumstances, for example, a
physio or doctor entering the field of play with the referee's
permission to treat an injured player.
7. The coach and other occupants of the technical area must conduct
themselves, at all times, in a responsible manner.

THE ROLE OF THE FOURTH OFFICIAL
1. He may be appointed under the rules of a competition and shall
officiate in the event of any of the three match officials being
unable to continue.
2. The organiser, prior to the start of the competition, shall state
clearly whether, in the event of any referee being unable to
continue, the fourth official would take over as the match referee
or whether the senior linesman would take over as referee with the
fourth official becoming a linesman.
3. The fourth official shall assist with any administrative duties
before, during and after the match as required by the referee.
4. He shall be responsible for assisting with substitution procedures
during the match.
5. He shall supervise the replacement footballs where required. If
during a match the match ball has to be replaced he shall, on the
instructions of the referee, provide another ball thus keeping the
delay to a minimun.
6. He shall have the authority to check the equipment of substitutes
prior to their entering the field of play. In the event of their
equipment not being within the Laws of the Game he shall inform
the linesman who shall then inform the referee.
7. The fourth official will assist the referee at all times.

CO-OPERATION BETWEEN THE REFEREE AND LINESMEN
CO-OPERATION BETWEEN THE REFEREE AND LINESMEN - LAW VI
In the Laws of the Game set out in the foregoing pages there are no
instructions as to the relative positioning of the referee and
linesmen during a game. There are, however, instructions in Laws V and
VI with regard to the powers and duties of the referee and linesmen
which, rightly interpreted, imply co-operation. Law VI stipulates that
two linesmen shall be appointed, whose duty (subject to the decision
of the referee) shall be to:
a. signal when the ball is out of play;
b. signal when the ball has crossed the goal-line and whether a
corner-kick or a goal-kick is to be awarded;
c. signal which side is entitled to the throw-in;
d. assist the referee in conducting the game in accordance with the
Laws.
The assistance referred to in (d) consists of:
1. signalling when the whole of the ball is out of play;
2. indicating which side is entitled to the corner-kick, the
goal-kick, or the throw-in;
3. calling the attention of the referee to rough play or
ungentlemanly conduct;
4. indicating to the referee when a substitution is desired;
5. giving an opinion on any point on which the referee may consult
him.
NEUTRAL LINESMEN
The assistance referred to above is best given by neutral linesmen. A
limitation is placed upon club linesmen because points 2., 3. and 4.
are not usually referred to linesmen who are not neutral. Neutral
linesmen must act as assistant referees. In this case, the referee
must adopt the appropriate attitude, because in effect there are three
officials supervising play; the referee as principal official and the
linesmen to assist him to control the game in a proper manner.
CLUB LINESMEN
To acquire the most effective co-operation from club linesmen, the
following procedure shall be adopted:
1. Both club linesmen shall report to the referee before the start of
the match for instructions. He shall inform them that, regardless
of their personal opinion, his decision is final and must not be
questioned.
2. Their work as club linesmen is to signal when the ball is entirely
over the touch-line and to indicate which side is entitled to the
throw-in, subject always to the decision of the referee.
Keeping in mind their distinct duties as outlined above, the referee
shall decide beforehand exactly what he requires of the club linesmen
and, as head of the trio, tell them clearly how they can best assist
him. The three officials must therefore confer before the match and
the referee's instructions must be specific in order to avoid
confusion. The linesmen must, for their part, fully appreciate the
referee's supreme authority and accept his rulings without question
should there be any difference of opinion amongst them. They must be
supportive and never contradict his decisions.
The referee shall use the diagonal system of control if his linesmen
are neutral. If they are not neutral, he shall inform them which
method he intends to use. He shall co-operate with his linesmen on the
following matters and tell them:
a. the time by his watch;
b. the side of the field which each linesman shall take in each half
of the match;
c. their duties prior to the start of the game, such as checking
appurtenances on the field;
d. who shall be the senior linesman, if need be;
e. their positioning during corner-kicks;
f. the sign denoting that he has noticed his linesman's signal but
has overruled it;
g. which detail in the throw-in shall be observed by the linesman and
which by the referee. Some referees ask their linesmen to watch
out for foot faults while they themselves concentrate on hand
faults.
Referees must not necessarily keep to one diagonal of the field of
play. If the state of the ground or the weather demands a switch to
the opposite diagonal, the referee shall indicate his intention to
make such a change-over to the linesmen, who shall immediately move to
the other half of their line. One advantage of such a change in
diagonal is that the surface of the ground next to the touch-line will
be less worn out because the whole length of the field will be
utilised.
Other methods of co-operation may be used as long as all three
officials are aware of them.

SIGNALS BY THE REFEREE AND LINESMEN
[INLINE] The signals illustrated in this booklet have been approved by
the International F.A. Board for use by registered referees of
affiliated national associations.

Illustrations concerning signals by the referee are shown on pages
94-97. They are simple, universally in use, and well understood.
While it is not the duty of the referee to explain or mime any offence
that has caused him to give a particular decision, there are times
when a simple gesture or word of guidance can aid communication and
contribute to greater understanding and more respect, to the mutual
benefit of referee and players. Improving communication should be
encouraged, but the exaggerated miming of offences can be undignified
and confusing and should not be used.
An indication by the referee of the point where a throw-in should be
taken may well help prevent a player from taking a throw-in
improperly. A call of "Play on, advantage" confirms to a player that
the referee has not simply missed a foul, but has chosen to apply
advantage. Even an indication that the ball was minutely deflected by
its touching another player on its path across a touch-line might be
helpful too in generating a greater understanding between referee and
players. A better understanding will lead to more harmonious
relationships.
All signals given by the referee should be simple, clear and
instinctive. They should be designed to control the game efficiently
and to ensure continuous play as far as possible; they are intended
essentially to indicate what the next action in the game should be,
not principally to justify that action.
An arm pointing to indicate a corner-kick, goal-kick or foul, and the
direction in which it is to be taken, will normally be sufficient. The
raised arm to indicate that a free-kick is indirect is clearly
understood, but if a player queries politely whether the award is a
direct free-kick or an indirect free kick, a helpful word from the
referee, in addition to the appropriate signal, will lead to a better
understanding in future.
The duties of the referee and linesmen are set out briefly but clearly
in the Laws of the Game, Laws V and VI.
The proper use of the whistle, voice and hand signals by the referee
and the flags by the linesmen should all assist understanding through
clear communication.
CO-OPERATION BETWEEN THE REFEREE AND LINESMEN
When play has been stopped, the linesman shall assist the referee by
signalling in the following manner for the following incidents:
1. OFF-SIDE.The linesman shall lower his flag at full arm's length to
the positions illustrated, and point across the field of play to
indicate the spot from which the kick shall be taken. The only
exception would be where the referee has decided to position himself
to judge off-side when play develops from a corner-kick, penalty-kick
or free-kick close to goal.
2. THROW-IN. When the ball goes out of play over the touch-line on his
side of the field, the linesman shall indicate the direction of the
throw. He shall also signal if the thrower's feet, at the moment of
release of the ball, are incorrectly placed.
3. CORNER AND GOAL-KICKS. When the whole of the ball goes out of play
over the goal-line the linesman shall indicate whether a corner-kick
or goal-kick shall be given.
4. GOAL. When the referee indicates that a goal has been scored the
linesman shall return quickly to his position towards the half-way
line.
5. SUBSTITUTION.When a substitution is to be made, the linesman
nearest to the point of substitution shall attract the attention of
the referee by raising his flag as shown in the illustration included
in "Signals by the Linesmen" on page 102.
LAW XII. If the linesman senses that the referee has not seen an
infringement, he shall raise his flag high. If the referee stops play,
the linesman shall indicate the direction of the free-kick (direct or
indirect), otherwise he shall lower his flag.

RULES OF THE INTERNATIONAL FOOTBALL ASSOCIATION BOARD
(Approved by the International Football Association Board - February 1993)
1. NAME AND CONSTITUTION
The title of the Board shall be the International Football Association
Board. The Football Association (England), The Scottish Football
Association, The Football Association of Wales, The Irish Football
Association and the FÚdÚration Internationale de Football Association
(FIFA), hereafter called associations, shall constitute the Board and
each shall be entitled to be represented by four delegates.
2. OBJECTS
The objects of the Board shall be to discuss and decide proposed
alterations to the Laws of the Game and such other matters affecting
association football as required to be referred to the Board after
consideration by the Annual General Meetings or other appropriate
meetings of the associations forming the Board or confederations or
national associations.
3. MEETINGS OF THE BOARD
The Board shall meet bi-annually. The Annual General Meeting shall
take place on a date between 14 February and 14 March. The Annual
Business Meeting shall take place in the month of September or
October, as agreed. The date and venue of both the Annual General
Meeting and the Annual Business Meeting shall be decided at the
previous Annual General Meeting of the Board.
In each current year both the Annual General Meeting and the Annual
Business Meeting shall be hosted by the same member association. A
representative of the host association shall preside. The
responsibility for hosting both meeting shall be passed in rotation to
each association.
Annual General Meeting
The Annual General Meeting is authorised to discuss and decide on
proposed alterations to the Laws of the Game and other relevant
atters affecting association football, which fall within the remit of
the Board.
Annual Business Meeting
Annual Business Meeting shall take place in the month of September
or October, as agreed. The meeting shall have the authority to
consider general business submitted to the Board. It may provide
decisions on such items but the Annual Business Meeting shall not have
the authority to alter the Laws of the Game.
4. PROCEDURES
Annual General Meeting
Each associationforward in writing, not later than 1 December,
to the secretary of the association hosting the meeting, suggestions
or proposed alterations to the Laws of the Game, requests for
experimentation to the Laws of the Game and other items for discussion
which shall be printed and distributed not later than 14 December. Any
amendments to such proposed alterations must be submitted in writing
to the secretary of the host association not later than 14 January,
and such proposals and amendments shall be printed and distributed to
member associations for consideration not later than 1 February.
Annual Business Meeting
Each association shall forward in writing to the secretary of the host
association, at least four weeks before the date of the meeting, any
proposals, requests for experimentation regarding the Laws of the Game
and other items for discussion.
The agenda and relevant papers shall be distributed to all member
associations of the Board two weeks before the meeting.
Any confederation or other national association may forward in writing
to the General Secretary of FIFA, proposals, requests or items for
discussion in good time to ensure that they may be considered by FIFA
and, if acceptable, forwarded to the secretary of the host association
at least four weeks before the meeting.
5. MINUTES
The minutes of the meeting shall be recorded by the secretary of the
host association and shall be reported in the official Minute Book
which shall be forwarded to the association next in rotation before
the first day of February ensuing.
6. QUORUM AND VOTING POWERS
The business of a meeting shall not be proceeded unless four
associations, one of which shall be FIFA, are represented. FIFA shall
have four votes on behalf of all affiliated national associations in
membership. The other member associations shall each have one vote.
For a proposal to succeed, it must receive the support of at least
three-quarters of those present and entitled to vote.
7. ALTERATIONS TO THE LAWS OF THE GAME
No alterations shall be made to the Laws of the Game except in the
Annual General Meeting of the Board and then only if agreed by at
least three-quarters of those present and entitled to vote.
8. SPECIAL MEETINGS
The association hosting the Board meetings for the current year*
shall, on receiving a written requisition signed by FIFA or by any two
of the other member associations, accompanied by a copy of the
proposals to be submitted, call a special meeting of the Board. Such
special meetings shall be held within twenty-eight days of the
requisition and the associations forming the Board shall receive
twenty-one days' notice together with a copy of the proposals.
9. DECISIONS OF THE BOARD
The decisions of the Annual Business Meeting of the Board shall be
effective from the date of the meeting, unless agreed otherwise.
The decisions of the Annual General Meeting of the Board regarding
changes to the Laws of the Game shall be binding on confederations and
national associations as from 1 July following each Annual General
Meeting of the Board but confederations or national associations whose
current season has not ended by 1 July may delay the introduction of
the adopted alterations to the Laws of the Game for their competitions
until the beginning of their next season. No alteration to the Laws of
the Game shall be made by any confederation or national association
unless they have been passed by the Board.**
* The current year shall be understood to commence on the day
following the previous Annual General Meeting.
** It was agreed that for international matches any such decisions
would be effective from 1 July following the Annual General Meeting of
the Board at which they were reached.
